Pacillo General Contracting, Inc., West Environmental, Inc. inspected the above referenced property to determine if there are Local or State jurisdictional wetlands present. The area in question is a corner lot adjacent the intersection of Route 114 and Sharpeners Pond Road. Excavation work has begun at the site. There is a small drainage ditch that receives stormwater runoff from Route 114 however this area does not meet the criteria outlined in the Massachusetts Wetland Protection Act or the or the North Andover Wetlands Protection Bylaw (10-20-98). Specifically the ditch does not have a dominance of hydrophytic vegetation or hydric soils. This area also does not meet the definition for stream outlined in Section II — Definitions in the North Andover Wetlands Protection Regulations (11-10-98) because it does not exit or enter a wetland.
