Hello, Susan -
I want to extend my gratitude and appreciation for your support. I am sorry I was not present for the inspection,
however, I was updated on how it went. As you were informed many repairs have not been made and I made several of
them myself. I am not aware of any plans for further repairs.
Unfortunately, we have been reduced to communication with the landlord only when emergent given her history of
either avoiding our concerns, providing false information or causing her to become agitated. The 1st floor tenant is so
fearful of either eviction or rent increase that she refuses to ask for repairs when necessary and continues to ask me to
avoid the landlord, as well. Her apartment is exactly the same as ours, in fact, it may have more problems than ours. She
has a history of emails and texts that extends well over a year, of asking for repairs and none of them were made. When
we were shown the apartment we were told that her son was going to be updating and repairing the porch. I also found
court documents online which indicate the history of legal matters the Papalia's have faced (they were sued for
discrimination because they would not make repairs), so I am surprised they continue to refuse to make repairs.
A handrail was installed leading down the basement steps. We do not have electricity at this time in the basement. A
flashlight was placed on the wall to light the stairs. No other repairs were made and the water heater is still present.
Susan did ask us for a model number on the stove fan and told us she was going to order it. It seems now that we are
expected to take care of that, which I was not aware of. The windows are a significant problem and I continue to injure
myself on them, which I informed Sue had happened and she replied "yes, but they open and shut, right?" I do not let
the children touch the windows. They literally crumble every time I open and shut them. I wish there was more I could
do to repair them but I cannot. We are so fearful of either being evicted or having the rent increased that we are too
scared to ask for repairs. Everyone that lives in this house has been intimidated by the landlords such that we comply
with paying rent and avoid communication otherwise.

Dear Mr. Thomson:
This letter is in regards to the trash truck traffic traveling the town roads of North
Andover. For quite a while, the health staff has observed numerous trash hauling vehicles that
are not displaying permit stickers on their bumpers. Rather than requesting the issuance of tickets
by the police department, it has been suggested that beginning with your office might address the
issue in a less contentious manner.
It is our understanding from the site agreement issued to TBI by the North Andover
Board of Health, that if any third party waste hauler in contract with TBI shall violate the
designated route, one warning will be given by TBI or the Town, and the following violation will
result in the termination of this party's right to deliver waste to the facility. We would like to
bring this condition to your attention, which is found on page 25 in section 40 of the agreement,
and remind you that this will be enforced by TBI or the Town of North Andover should any third
party have more than one violation of the designated route, though it does not seem practical for
this office to know whom you have contracts with. If you have any questions or could offer some
additional discussion on this subject, please feel free to contact our department.

Hello, Susan -
I am wondering if you were able to get a hold of my landlord. I have just sliced my fingers open, having caught 4 fingers
while trying to open a window and am bleeding badly. Susan and Charles Papalia did send their repair man over on one
occasion and he informed me that they do not plan on making repairs. While he was here he did fix the broken glass and
broken service door. He also put a dead -bolt on the attic door which appears to be the solution for the disrepair in the
attic. Additionally 6 of the windows have been replaced, which are greatly appreciated. The hole in the bathroom wall
which is incredibly large, has not been fixed. I have had no contact otherwise about repairs and Susan sent me such an
angry email about the inspection that I am too scared to contact her. The downstairs neighbor is too scared of eviction
or rent increase to complain about the disrepair. Susan justifies not repairing our property by stating that we pay "low
rent" and therefore have no choice. I pay $1425 for a two bedroom which is high rent considering the disrepair. I'm just
not sure what to do and appreciate any information you may have. Thank you so much for your help.

yourself would like to see this home it is in a lot better condition than a most recent rental on Waverly rd. The house
was built in 1910 all the plumbing in baths completed and electrician has been there as well

The Health Department has not received the requested update or an extension request as I requested on April 16th. You
have now exceeded the 30 days since you received the certified letter.
I will be scheduling a re -inspection with the tenant later this week to determine whether all the repairs have been
addressed and what our next course of action will be in this matter.
