You had indicated that GLSD had discovered at least 14 wire breaks, with up to 23 potentially, within a section of piping along the road shoulder of your main entrance drive on Charles Street, which would need immediate repair. Repair work would require an excavator to dig under the pipe to place reinforcing strands. You had indicated that although the pipe itself is at a depth of 8-10 feet down, excavation would need to be at a depth of 15-16' for the appropriate repairs to take place. In order to determine if the proposed repair work would.require a filing with the North Andover Conservation Commission, a site inspection was conducted that same afternoon. Upon this site inspection, the area of proposed pipe repair was staked and was observed to be a length of approximately 20 - 25 feet. It was determined that wetland resource areas were located just beyond the 100 foot buffer zone and 200 foot buffer zone of the Merrimack River. Further, proposed work is an exempt repair/ emergency activity pursuant to the Wetlands Protection Act (M.G.L. Chapter 131, section 40) and the North Andover Wetlands Protection Bylaw (Chapter 178 Code of North Andover). Therefore, the work as described above is allowed without a filing with the Conservation Commission.
