Dear Mr. George:
It has been brought to our attention that GLSD personnel have
been maintaining a sewer easement along the Merrimack River in
North Andover. We understand that you have spoken to our
Administrator regarding this matter. While we do understand the
need to maintain the easement we must inform you that a permit must
be obtained from the local Conservation Commission to conduct such
work. The necessary forms are available in the Conservation
Office.
Also, please see that all the cut trees and brush are removed
from the area within one week of receipt of this letter.
Thank you for your anticipated cooperation.

n this date ai,: 10129 hrt(. hr. Raposa (zt111ed to report the trees were being cut down of which
myself along with Sgt. Soucy day platoon supervisor responded. Upon arrival two males
identified as Barry George and David forest of the Greater Lawrence Sanitary District stated
they were clearing -the Area so access could be gained to an easment. Sgt. Soucy at this time
requested GLSD be notified as well as the North Andover Housing Authority. CSO Supervisor
R. Boettcher made contact to these Dept. for verification. GLSD returned the call stating
they had full knowledge of the incident and shortly thereafter Mr -Donald George Executive
Director of the�Gl:,aD artived on scene confirming the authority of the workers to cut down the
trees. Mr. George was very uncooperative and did not understand why the Police must intervene
in these mattors. Mr.. George was remindod that all calls made to the Police station must be
investigated. I intormeil him that no neit:ification was made to our station of the trees being
cut down and if a Iette►, was forwarded (.:o our department an explanation could be made to
citizens avoiding tzomplications. OffJ.ner Chmura observed the incident and is investigating
any possibility of IBnvil•oninental damdgo or violations# Mr. Robert Bouchard of the North

Thim is to advise you that the Greater Lawrence Sanitary
District employees will he working a.Iong the South Bank of the
NerrimAck River over our existing easement cutting brush, saplings
and removing debris.
The Ordater Lawrence Sanitary District, under previously
approved Teddral and State grants, must maintain their facility and
Interceptors in a safe and operative manner in order to do this, we
have an Annual program that removes brush and saplings that grow
above the intel.,ceptors in order to prevent future problems.
This le .ter was prompted by a citizen's inquiry to the Police
Department who in turn investigated this matter. This program has
been on going for the past 13 years, maybe not in North Andover,
but alol)g they entire eight arld one-half miles of interceptor we own
and mueh mailItnin.
