The Board,.of Appeals held a regular meeting on Tuesday evening, September 9, 1997 upon
the application of John Prentiss (Bulger Animal Hospital) requesting a Variance (Parking)
and for relief of rear setback of Section 7, paragraph 7.3, Table 2 and relief from Section 8,
paragraph 1 (5) for parking requirements of the Zoning Bylaws. Said premises is located at
247 Chickering Rd, which is in the G -& Zoning District.

The following members were present:. William Sullivan, Walter Soule, Raymond Vivenzio,
Robert Ford, John Pallone, Scott Karpinski, Ellen McIntyre.
The hearing was advertised in the Lawrence Tribune on 8/26/97 and 9/2/97, and all abutters
were notified by regular mail.
Upon a motion made by Robert Ford, and seconded by Ray Vivenzio, the Board of Appeals
unanimously. voted to GRANT relief as requested with regards to 21 feet on the rear setback,
and reduction in the amount of 7 parking spaces to 30 on the condition that the new addition
be limited to training and education purposes for those who are employed in the existing
building, and the condition that the new addition not be considered for purposes of expanding
customer base. Voting in favor: William Sullivan, Walter Soule, Raymond Vivenzio, Robert
Ford, Ellen McIntyre.
The petitioner has satisfied the provisions of Section 10, paragraph 10.4 of the Zoning Bylaw
and that the granting of these variances will not adversely affect the neighborhood or derogate
from the intent and purpose of the Zoning Bylaw.
Note: The granting of the Variance and/or Special Permit as requested by the applicant
does not necessarily ensure the granting of a Building Permit as the applicant must
abide by all applicable local, state and federal building codes and regulations, prior to
the issuance of a building permit as requested by the Building Commission.

At the last ZBA meeting of August 12, 1997, a petitioner, John
Prentiss of Bulger Animal Hospital, submitted a plan to add a 1100
square foot building and add parking spaces. The issue is this,
the dimensions of a proposed staircase may be too large and might
need to be cut back to 9 feet. If so, would this be enough
sufficient space for fire apparatus to move freely in case of a
fire, or would you need more room or another means of egress to the
building in mention.
The petitioner is on the agenda as a continuance for -ihe next
scheduled meeting on September 9, 1997, and I would appreciate your
response prior to the meeting. Plans are available at the Annex
(146 Main St.) should you need further information. Your concern
in this matter is greatly appreciated.

The Bulger Animal Hospital is a multi -doctor full care, full service veterinary
hospital that provides emergency care to other regional veterinary facilities. The
veterinary care provided relies heavily on certified veterinary specialists. This facility also
provides the ancillary services of grooming, boarding and training.
Attached is a copy of the mission statement that has provided the hospital with a
direction since 1979.

Bulger Animal Hospital strives to provide a pleasant atmosphere for its clients and
employees. Our modern facility, with continually updated equipment and sophisticated
medical techniques, provides the tools for optimum quality care of the animals entrusted to
us. These tools are not enough. Our people are essential to our success.
Our mission is to develop in all of our employees a genuine caring for the welfare
of animals and a keen sensitivity to the emotional bonds between owners and their pets.
Taking pride in our work, we strive to deal with each animal as though it were our own
and to provide medical care and essential emotional support needed by all involved. Every
client deserves the most courteous and attentive treatment possible. In an effort to gain

The application being submitted is for a second floor addition to the Bulger Animal
Hospital. We are seeking relief from the minimum setback requirement and we are asking
for a determination of necessary parking for the new and existing structure.
The proposed addition is intended to be used by the Bulger Animal Hospital for
internal use only. The addition will be a conference room/training center for new and
existing employees. Its' purpose is not to increase the number of staff on the premises at a
given time, but to increase the knowledge base of those already at the facility. Training
and retaining quality employees is our greatest challenge as a business in an increasingly
competitive industry. Through this educational center, we hope to offer our best and
brightest employees the training to grow and further their careers in the field of veterinary
medicine. By having a highly educated and trained staff, it is our hope that existing
turnover rates will decrease and our customer satisfaction levels will increase.
Relief from the setback requirement is being requested to build a staircase to the
proposed second floor addition. This staircase will act as the second egress to the
proposed addition. The existing setback of 14 feet was granted by the Board of Appeals
on January 13, 1982.
The second part of our request is for the board to determine the necessary parking
based on the uses of the hospital and the proposed addition. A vast majority of the
hospital is used by support staff and is not directly associated with the number of clients
that come through the door on a daily basis. A one week study was done of the available
parking spots in the parking lot. At no time was the lot completely full. Wednesday
midday is when our shifts happen to crossover for approximately 2 hours. At that time,
the fewest amount of spots available were 8. These figures include spaces occupied by
clients and employees. Throughout the rest of the week, there were always double digit
amounts of spaces open. This sampling was done the week of June I st. This happens to
be during our busiest season of the year. With these findings as support, it is our
contention that the current parking situation is more than adequate and that by adding the
proposed addition, the demand on the parking will not change.
