A saaple of the glacial till was also analysed for the presence of
pesticides and PCB?s (EPA Method 8080). Results indicated levels
below their respective method detection limits.
Hence, it is considered that pesticides and PCR?s do not have a
present impact or threat of impact on the glacial till soils at the,
site.
C. Heavy Metal Chemical Analysis
Levels of heavy metals (ACttl1-8 metals) in soil can be analysed in two
Mays; first, by a simpler and lass expensive "recoverable metals"
teat referred to as Total Metals, and second, by the Toxicity Char-
aeterLatLc Leaching Procedure (TCLP). The RCRA-8 Metals are arsenic,
baxium, cadmium, chromium, lead, mercury, selenium and silver.
Recoverable levels approximmte the total concentration in the soil
and, as such, include metals that may be found La soil grains, in
organic matter and as tree metal:
The TCLP test measures the "leachabilitp" of heavy metals from soil
and, thus, is more indicative of the potential tot release to the
environment.
Soil is considered a hazardous material under Massachusetts law if its
heavy metal concentration, as determined from the TCLP test, exceeds
the maximum conoonbrations contained in the Federal Register part !X,
knvixon ental Protection Agency (APA) 40 CFR Part 261 at al. Further,
Massachusetts law has no standard with regard to hazardous levels of
"recoverable" metals in soil.
The results of recoverable metals analyses indicate very low lav•ls of
arsenic, barium, cadmium, rliromium and -lead in concentrations of 9.7
mg/kg, 31.1 mg/kg, 3.9 mg/k9, 19.4 mg/kg and 21.4 mg/kg, respectively.
These levels are typically near the low end of the reported range of
concentrations found naturally in soils in the eastern United States.
Results are presented on Table 1.
The maximum non -hazardous TCLP concen'*Zations for arsenic, barium,
cadmium, chromium and lead are 5.0 miLligrams/liter (mg/L), 100•.0
mg/L, 1.0 mg/L, 5.0 mq/L, and 5.0 mg/L, respectively.

given that soil samples are diluted by a factor of 20 in performing
TCLV xxtraction , the corraapoi%diaq m&xL== concentrations for the
above metals could only be approximately 0.5 mg/L, 1.3 mg/L, 0.2 mg/L,
1.0 m4/L and 1.0 mg/L, respectively, and hence well within the allow-
able limits. Therefore, it is out opinion that none of the above
metals are present in significantly soluble concentrations.
Hence, heavy metals are considered to not have a present impaot or
thraat'of impact on the soils at the proj.eat site.
D. Total Petroleum Hydrocarbons by Ynlra-Red Analysis
A sample of the natural glacial till was analysed for the presence of
total petroleum hydrocarbon (TPN) concentrations by Intra -Rad (IR)
analysis to provide a general indication of the.psesance of petroleum
products in the natural glacLal till soils at the site.
Results indicated a TPB concentration below the method detection limit
of 40 parts per million (ppm); hence, the natural soils are not con-
sidered to be irlpaeted by the presenca.'of petroleum product.
The current Department of Environmental Protection action for regulat-
ing off -sit• disposal of excavated soil contaminated with total
petroleum hydrocarbons is 100 ppm.
In conclusion, given that the levels of volatile organics, pesticides and
PCH's, and total petroleum hydroeaxbons were all below their rae.pective
method detection limits, and that the concentrations in which various heavy
metals were detected are normal background levels, it is our opinion that
excavated natural glacial till from the Deer Island site, as represented by
the szzWles tested, may be disposed of off-site.as unregulated soil in
accordance with current DSP and EPA criteria.
In regard to the potential re -use of the glacial till, it is an excellent
material for structural till when placed and compacted under properly
controlled conditions. Generally, it is a well -graded gravel, sand and silt
(about 35 to 40 percent fines) which is readily compacted at its natural
moisture content to 95 percent of its modified proctor density (130 to 134
pof); however, it should be used only during dry, naA-freezing conditions.
Further, compaction in lifts is facilitated by a very low percentage of
bouldars.

Dear Ms. Convoy:
I am writing to you on behalf of the Massachusetts Department of Public Works
concerning the Central Artery North Area (CANA) tunnel excavation project. This
correspondence is a follow-up to our telephone conversations of March 13 and March
229 1991 concerning the use of. excavated soils from the CANA Project as backfill
materials for a road being constructed in North Andover by R.M.P. Properties of
Methuen, Massachusetts.
Six truckloads of soils from the CANA Project were brought to the construction site in
Worth Andover on March 1, 1991 by trucking subcontractors to Perini-Kiewit-Atkinson,
the prime CANA construction contractor. The soils were excavated from a depth of
approximately 40 feet below the ground surface in Grid 13 of Rizzo Associates' 47 -point
sampling grid that is laid out over the area of the tunnel excavation.
The soils at the CANA Project were initially field screened and sampled in February
1989 during a soil boring program. The soils in Grid 13 were initially screened in the
field to a depth of 12 feet for the presence of volatile organic compounds (VOCs) using
an HNu PI101 photoionization detector. No HNu responses greater than 1.5 parts per
million (ppm) were detected in the field. This response is near background levels and
did not suggest that VOCs were present in the soils in significant concentrations. A
VOC criteria of 10 ppm was established for the soil boring program, whereby soil
samples exhibiting HNu responses greater than 10 ppm were submitted for laboratory
analysis.
Relative to other potential contaminants in the soils, three soil samples were collected
from Grid 13 at depths of 0 to 4 feet, 4 to 8 feet, and 8 to 12 feet below the ground
surface. The three soil samples were submitted to a State certified laboratory for the
1 following analyses: total arsenic, total chromium, total lead, total mercury, total cyanide,
1 and total petroleum hydrocarbons (TPHs). Based on the soil classification specifications I
established for the CANA Project, the soils from the 8 to 12 foot horizon were classified
for reuse as unrestricted soils due to the low levels of metals (arsenic at 6.5 mg/kg;
chromium at 8.3 mg/kg; lead at 2.5 mg/kg; and mercury at 0.23 mg/kg) detected in the
sample and due to the absence of cyanide and TPHs in the sample. This designation
permits soils to be taken off-site for reuse as backfill and landfill cover material. The

soil classification specifications were developed in conjunction with the Massachusetts
Department of Environmental Protection.
With respect to the soil classification procedures used for the project, the soils in Grid
13 beneath 12 feet in depth were classified for unrestricted reuse. In addition, the soils
beneath 12 feet were continuously screened for the presence of VOCs by Rizzo
Associates personnel during the excavation of the deeper soils. A review of our
screening results indicates that we did not get an HNu response above 0.4 ppm in the
Grid 13 soils beneath the 12 foot depth.horizon.
Based on the above discussion, the soils excavated from the CANA Project and used as
,roadway backfill material in North Andover are not expected to contain significant levels
of the contaminants previously discussed. These soils were native, undisturbed sand and
gravel materials that were excavated from a depth of approximately 40 feet below grade.
