Staff from this Department visited the above referenced site on June 20, 2000
and determined that on that day, all yard waste (including grass clippings and
leave piles) had been removed from the subject resource area and composted in
an appropriate location (which was within the Buffer Zone, but not in the resource
area itself).
Attached you will find a photocopy of aerial #4 from 1991 as requested. Should
you need to review the original photograph, feel free to come into the office from
8:30am-4:30pm, Monday -Friday.

RE: Violation of the Massachusetts Wetlands Protection Act (M. G. L. C. 131,
S. 40) and the Town of North Andover's Wetlands Protection Bylaw (Chp.
178 of the Code of North Andover).
Dear Mr. and Mrs. Card:
On June 9, 2000, staff from this department visually observed a violation on the
property adjacent to the above referenced property. The subject violation
consists of grass clippings and leave piles which have been inappropriately
deposited over time by yourselves directly in a Bordering Vegetated Wetland
(BVW). Removal of this yard waste is extremely important. Dumping of yard
waste directly in a wetland is prohibited and is potentially subject to a $300/day
penalty (Chapter 178 of the Code of North Andover -178.10(A) of the North
Andover Wetland Bylaw). In addition, portions of the wetland area are currently
being mowed. This also constitutes a violation and I ask at this time, that the
area be allowed to re -vegetate itself naturally in perpetuity.
To help understand the importance of proper yard waste disposal, a brochure is
enclosed. Also, please make sure that this waste is cleaned up (by hand) in a
two week time frame as agreed upon in the field by Mrs. Card. Staff from this
department will re -inspect on or after Friday. June 23, 2000.
