Dear Mr. Schwartz,
During our recent Certificate of Inspection walkthrough on April 15, 2015, we observed that the church
egress from the lower level assembly area has been illegally enclosed. A railing on the Chapel first floor
level was removed and one temporary and one permanent ramp was installed without permits. This
impaired egress creates serious safety concerns.
Please be advised to immediately return this emergency exit egress area to its original condition.

professional and a Building Permit to be pulled before proceeding. Feel free to contact the Building

The Sullivan Code Group has been asked by Will Gerstmyer of Sasaki Associates to describe the
code compliance of a proposed amendment to their permit for the above -referenced project. The
amendment would eliminate a glass wall and deluge sprinkler system on the second floor at the base
of a supplementary stair connecting floors 2 and 3. This stair is also provided with an enclosure at
the third floor landing, creating a fire separation from the occupied space on the third floor.
It is our opinion that the design resulting from this proposed amendment will continue to meet the
requirements of 780 CMR section 713.3, exception 2. This exception allows an unprotected floor
opening that does not connect more than two stories, among other requirements. It is our
interpretation that the enclosure at the top of the supplementary stair prevents the floor opening from
being open to more than two stories. Because the enclosure will prevent the transfer of smoke and
fire between the second and third floors the intention of this code exception is clearly met in this
design.
