Response to NAPD request:
Dr. Thomas Trowbridge
318 Morkeski Meadows
North Andover
I was called to Morkeski Meadows (sp?) on Saturday August 15 about 3:00 pm by the
police department. After initial police investigation, the board of health was asked to
investigate the safety of an apartment (318) and adjoining apartments for occupancy.
The occupant of unit 318 was found deceased on that day and was in an advanced
state of decomposition, with liquefaction of the body and heavy insect infestation.
performed visual inspection of the neighboring apartment and the apartment below, with
police and building management escort and assistance. There was no visual evidence
of contamination of these apartments that would lead to a declaration of'unfit/unsafe for
occupancy.' The occupant of the neighboring unit had already gone out for the overnight
period. The building manager and I met with the occupant of the dwelling below and
suggested she consider leaving for the night, if possible.
Unit 318 was clearly contaminated with bodily fluids and insect infestation and required
biohazard cleaning and likely removal of flooring and any contaminated building
materials. Since this would not begin until after 5 pm, we suggested the downstairs
occupant stay out overnight for her own personal convenience, to avoid the noise and
possible need to open the ceiling in her unit. This work would be done by BioChem, a
certified biohazard management company. The building manager assured her that if
need be, the ceiling in her unit would be reconstructed the next day.
