This is a follow up letter pertaining to your request to remove several trees at 316 Great Pond Road. The trees were marked by the homeowner and were reviewed and identified during a site visit by the Conservation Department and Planning Department on May 16, 2013. Only one (1) of the trees marked was observed to be within the 100' buffer zone of the resource area associated with Lake Cochichewick. The tree observed was a large dead ash (Fraxinus pennsylvanica) which had already dropped several very large limbs. Due to the potential danger imposed by the dead tree, the Conservation Department will permit the removal to prevent possible injury or property damage. Several additional trees which are dead or dying were identified by the homeowner, however these additional trees are outside of the 100' buffer zone pursuant to the MA Wetlands Protection Act and to the Town of North Andover Wetlands Protection Act. The entire property is within the Watershed Protection District. The Planning Department will approve the removal of dead trees within the Non -Disturb and Non -Discharge Zones of the Watershed Protection District, which are, respectively, 100 ft. and 325 ft. from a wetland. An e-mail was received from Jeff Thomas of Mayer Tree stating that the machinery will remain out of the buffer zone and that climbers will be used to remove the tree. (e-mail attached) *The wetlands on the property have not been delineated, as such the wetland distances are approximate. 1600 Osgood Street, North Andover, Massachusetts 01845 Phone 978.688.9530 Fox 978.688.9542 Web www.townofnorthandover.com The approved cutting will be subject to the following conditions: ❖ Prior to the start of the tree work, the trees are to be marked by brightly colored tape and the Conservation Department is to be contacted to conduct a pre-cutting inspection of the marked trees to ensure that only the approved trees are removed. ❖ The work approved in this letter shall be completed by November 1St, 2013. ❖ Machinery shall not enter the 25' No -Disturbance Zone. ❖ No work shall occur in resource areas. ❖ All tree limbs, brush, and other debris materials shall be taken off site and disposed of properly. ❖ The stumps of all trees shall not be removed and shall be left in place. Stumps may be ground down or cut flush with the landscape. ❖ Care shall be taken to prevent damage to surrounding trees during removal of the approved trees. ❖ Upon completion of the tree removal, all disturbed areas shall be properly stabilized. ❖ The applicant shall notify this department immediately following completion of work for a final site inspection. ❖ Areas within 100 -feet of wetland resource areas shall remain in a natural state and no further vegetation shall be removed without the prior approval of the Conservation Department/ Commission.
