Richard Bowe APPLICATION FOR RELIEF FROM THE REQUIREMENTS OF THE ZONING ORDINANCE ATTACHMENT Description of relief sought on this petetion: I would like to finish off the inside of an existing structure that was, at one time, a barn. In doing so, I would convert it into an extra unit, bringing to 3 the total number of units on the property. The principal points upon which I base my application are as follows: PLANS FOR THE RENOVATION ----- --- ------------- The existing barn structure is quite spacious and at present under-utilized. I would plan to retain an architect and perform a quality historical rehabilitation of this 140 year old building. The renovated unit would be an attractive (sky lights, spiral staircase and tiled floors) and spacious loft arrangement (approximately 800 sq. ft). There is adequate room to widen the existing driveway in order to accommodate a total of six cars without significant visual impact. THE NEED FOR HIGH QUALITY RENTAL HOUSING --- ---- --- ----------- ------ ------- In recent years, there has been a shortfall in quality rental housing in Massachusettes. With the completion of renovations to the Davis & Furber plant, and the sudden influx of hundreds of white collar workers, this rental housing shortage will become especially critical in North Andover. In addition to renovating this barn, I plan to commit a significant sum to upgrading the existing two units. The resulting property will be attractive and will draw as tenants professional people who will further strengthen the desirability of the neighborhood. BACKGROUND OF THE APPLICANT Marketing manager of a medium-sized computer software company by profession, I have a keen interest in the restoration of historical real estate. In August, 1983, for instance, together with my brother I purchased an historical North Andover property at 105 Pleasant Street. At that time, the 5 -unit building was in dis-repair after years of neglect, and was generally considered the eyesore of the neighborhood. Eight months and many thousands of dollars later, this 100 year old building is an attractive addition to Pleasant Street and is inhabited by considerate, stable tenants. I propose to do the same with 34 Elm street if I am granted the opportunity to do so. Thank you for your consideration.
