FINAL APPROVAL

Gentlemen:
The Metropolitan Boston/Northeast Region of the Department of Environmental
Quality Engineering, in reply to the request contained in your letter dated July 5,
1984, has reviewed the plans, specifications, and the Standard Operating and
Maintenance Procedures relative to the-existing,...unapproved.reverberatory furnace
located at your foundry located at 35 High Street in North Andover, Massachusetts.
The submitted information bears the seal and signature of Mr. Charles H. Marks,
Massachusetts P.E. No. 24759.
A review of the submitted information by Department engineers indicates that
the subject foundry has installed a Reda Series 550 reverberatory melting furnace
to melt pig (gray) and scrap iron. This furnace is used to melt a maximum of 600
pounds of metal per melt. The uncontrolled particulate and lead emissions
associated with this process are estimated to be discharged at rates of 0.6 pounds
per hour and 0.042 pounds per hour respectively. The exhaust gases are vented
through a metal stack, the top of which is 41 feet above ground level. This stack
has an inside exit diameter of 2 feet which will permit a flue gas exit velocity of
34 feet per second at a temperature of 600°F. The stack is equipped with a rainhat
which redirects the vertical flow of the exhaust gases to a horizontal direction.
The Department is of the opinion that the plans, specifications, and the
Standard Operating and Maintenance Procedures pertinent to the submittal are in
conformance with current air pollution control engineering practice, and hereby
grants FINAL APPROVAL for*the subject reverberatory furnace, as submitted, with the
following provisos:
I. That particulate emissions from the reverberatory furnace not exceed the
stated levels of 0.6 pounds per hour of particulates and 0.042 pounds per
hour of lead.
2. That emissions testing be conducted to demonstrate compliance with the
stated emission limitations when and if the Department should deem such
testing necessary.
3. That should any nuisance condition(s) be generated by the operation of
this facility, then appropriate steps will immediately be taken by Card
Tek, Inc. to abate 'the nuisance condition(s).

Failure to comply with the above stated provisions will constitute a violation
of the "Regulations," and can result in the revocation of the approval granted
herein to operate the described facility. The Department may also revoke this
approval if the construction work is not begun within two years from the date of
issuance of this approval, or if the construction work is suspended for one year.
For Air Quality Control purposes, an Environmental Notification Form is not
required to be submitted for this project since it is exempt under the
Environmental Protection Regulations of the Executive Office of Environmental
Affairs, and the project has been determined to cause no significant damage to the
environment.
Please be advised that this approval does not negate the responsibility of the
Card Tek, Inc. to comply with this or any other applicable federal, state, or local
regulations in the future.
