The following information is provided. i� Ingalls Road -first house on the right. There are two dilapidated semi -truck trailers and a car in pieces on the front lawn. All are visible from Ingalls. A landowner is allowed to have a truck trailer on their property only if it is not "moveable", which would then require it to be registered. An observation of the property revealed that the owner uses the trailer for storage, similar to a large shed. The trailers do meet the required setbacks for the R-1/2 zoning district. The distinction comes when the determination is made whether the "trailer" is moveable, operable, or can be registered. Te Town lost a court case a few years ago when they challenged whether a trailer was considered a vehicle that needed to be registered. There are many of these throughout Town. Furthermore, an "accessory" building is allowed on your property as long as it meets setback requirements. A trailer would fall under the defmition of a building because it is used for storing property and has a roof and walls. 1053 Salem Street — there appears to be a commercial business there that has a huge amount of wood and they appear to be selling cords of wood Is that location zoned for commercial? Are there any ordinances that require commercially zoned businesses to be "good neighbors" and not an eyesore to the area? The property owner has been cutting and selling wood for many years and there are two areas of reason. The first is that the "use" is grandfathered because it has been in existence for more than thirty years. Second, within the R-1/2 zoning district a property owner has the right to sell wood if the property is more than three acres. Some business activities are subject to Planning Board review and would have special conditions but the threshold would be the construction of a building greater than 5,000 square feet. The Police Department does have "business hours" in which a business cannot operate. The Building Dept will send order letter to have the tree removed but the owner is in a nursing home and the property has been un -occupied since 2006 115 Olympic Lane. There is a fence that is a safety hazard because if you are coming down Olympic and a child runs out from behind it there is not much time to stop. It is also in very bad shape and an eyesore to the neighborhood. It serves no purpose except to antagonize the neighbor. There is a neighbor dispute because of this so now the household that owns the fence has placed concrete barriers (placed by a crane) put on the front lawn. All of the neighbors are upset by this eyesore but there is nothing they can do about it So my question is...can one neighbor do whatever they want to the property that negatively effects the entire neighborhood? How can the town let this happen? Our office, as well as other offices in Town have come across this situation (cleanliness of yard) and there is really nothing we can do about it until it becomes a health hazard, or a hazard to the individual living at the house. As Mr. Leathe mentioned in his earlier email, a resident of North Andover tried to put through a general bylaw that required property owners to maintain their property to certain specifications. In fact, the resident tried twice but the proposed bylaw never made it to Town Meeting for a vote. Unfortunately there is nothing we can do as a municipal government to intervene on this matter. It sounds like this town is back in the 80's and can't move forward. This is no longer a country town and if it is going to continue to attract new businesses and residents it needs to change. What is the Vision for this town? To stay in the 80's? You need to put on your web site that this town is stuck in a "time warp" that it can't get out of based on the responses below. Your web site shows beautiful pictures of the town on it so maybe they should be replaced with the examples I have mentioned below. Who is responsible in this town for issues like these? With this many people living in this town it's a "must" to have an escalation process in place when there are neighbor disputes. We are all paying very high taxes (I'm paying over $8,000 per year) and if I were living on any of these streets I would not be very happy about it. I have responded to all of the below (please see below) and I would appreciate this be forwarded to the Town Manager. I find the below responses very bothersome. ' Olympic lane fence is a legal issue between two neighbors and I understand it's in the court system. This is a neighborhood issue. Most of the neighbors are upset. The Town needs to do something. The police have been. there on several occasions due to bad feelings and if the Town would actually do it's job this would not happen in any neighborhood. If something does escalate and the Town know's of this and doesn't do anything... shame on you. lie residence of North Andover tried to put through "a keep your yard clean ordinance" several years ago the was voted own at town meeting. Does this mean we stop? This is the kind of idealism that will. keep this Town in the 80's. Last time I checked, costs are all going up and if we don't progress and make this town pleasing to more and more people, property values will. stagnate and tax revenue will decrease. Crealize you may not be in charge of all of the above but it concerns me that this town doesn't have ordinances E in place to protect the many from the few. I think if you took a drive and looked at all of the above examples I you would agree they are all eyesores. If you go to the town website it shows the town to be very beautiful and leads you to believe this town is very protective of its beauty and I believe all of the above need to be addressed.
