I have been informed by the Health Department, of the findings and recommendations they made after
inspecting the construction set-up, as other neighbors as well considering that the broad impact to all of us who
'live here. I wish the visit had been at the worst time and while the workers were blowing the dust inside of the
apartments.
That said, it is unfortunate that it all came not proactively but as a result of the escalated concern.
By now, I have limited expectations of anything you can do or say. I do expect (still waiting) a plan and a
commitment about when will your team come and ensure that my AC is clean of dust. Do not expect me to
open a service request for this, as it is consequence of work you scheduled.
The rest of it, in my view, has no possible explanation I am interested to hear this late in the situation.

As I read your email, I wonder:
Why did you not come the very day that Teresa came to notify you of the effect the work started? - That was a
Thursday, and for 4 days, the workers were right outside my window. I came to you last Thursday at first, and if
I did not come Friday to you, you would not have bothered either.
What exactly do you expect to see after 1.5 weeks of negligence, and 3 days of some rain?
• A dirty and full of dust apartment where "we collect the dust", in the hopes for you to come and see, at
the expense of my children's health?
• My kids sniffling non-stop? the itchy/watery eyes?
• With the rain, not even the dust accumulation outside is the same of course, so that you could see what
we have to put up with.
• The thing you can check, is how ridiculous and poorly placed the piece of cloth that the workers called
"the filter" in the A/C was, that it has fallen and now the tape is what remains of this half-hearted
attempt to do "something".
You do not plan for this, you do not care or anticipate what the consequences to us, the Clients. You react,
and you react late.
I expect you to ensure that your team will come and clean perfectly well, after the work is done: My
balcony, and all my windows, and make sure that your service manager will send someone to open and
clean, and do whatever is necessary to leave my A/C's in CLEAN, free of the dust INSIDE of it, usable
conditions.
Come around to the building, see and check what happens to us all not just my apartment. As I also mentioned
to you: is not only me, all my neighbors came to you as well. We are the reason why you have a job, and a
salary.

I would like to report (yet again), some of the recent issues of the on-going work for the building in which I live
are creating.
Without advance notification (the only note sent was sent one night ahead the work started), maintenance work
in the building started 08/02. The work is removing CEMENT in between bricks for the entire building.
Needless to say that is generating a HUGE amount of residual cement dust, that is going INSIDE of the
apartments and is also now accumulated INSIDE of the fans/AC system.
•, -NO PREVENTIVE actions were taken to cover or protect the ventilation system.
• NO CLEANING is taking place at the end of the day. The dust remains and workers simply leave the
building.
• NO ACTION PLAN or corrective response is provided by Eric (typical of this management team)
• THIS IS CAUSING ME, MY KIDS, and also some of my neighbors' with allergies to suffer the
consequences of this work and NEGLIGENT actions.
All of this has been reported by ALL neighbors without any attempt to properly correct the problem. HOW
CAN AIMCO GUARANTEE that NO FUTURE health issues will be provoked as a consequence of their
negligent proceedings? - The workers have to use a filter in their faces (logical) while performing the work, and
WE HAVE TO REMAIN UNPROTECTED.
Not only that, it comes with the long term residual dust in the AC system, which they simply cannot answer
about.
The lack of warning, the lack of care to notify of potential health issues, the lack of attempt to relocate to
protect the residents in pro of minimizing cost, is simply outrageous.
We need a serious intervention from the health department on this matter, all my neighbors and I are ready to
prove how this is affecting us all.
Please advice how can we get help on this matter.

During my talk with the mason after our site meeting he did offer to affix additional screen mesh to the scaffolding, but
stated that they originally did not want to cover the entire area because then it blocks a significant amount of light to
the units through the windows. This was my fault because I made it a point to instruct the contractor to avoid blocking
any windows so the residents did not feel as though they were in a cave. If that is the recommendation I will go ahead
and request that my mason proceed with the additional scaffolding mesh.
On the remaining buildings when the repointing gets scheduled we can certainly recommend A/Cs remain off and I will
have the mason plastic bag the A/C sleeve if you are comfortable providing such instruction in your notifications.
In terms of cleaning the A/Cs at Building 38, from our conversations during the field visit and the information in letter it
seems like we all agree the best approach would be for the site team to handle this portion. Obviously on future
buildings if the A/C is in fact plastic bagged then cleaning the A/C should not be necessary.

Dear Erin,
Attached is the letter that was sent by mail to you yesterday.
To follow up, I wanted to provide details of a conversation I had with Dave LaBrode, of MA DEP, today. I had sent him
photos and details of my observations in regards to the tenant complaints at building 38.
DEP confirmed that the dust collection process is a good best practice for re -pointing; however having viewed the
photos, he felt that the area of actual grinding should be enclosed better. What he viewed indicated that the amount of
dust leaving the work area could be reduced by introducing this better control. I did tell him that in some areas the
plastic was surrounding the work area better than others.
Secondly, he supported the suggestion to have the AC units cleaned post the completion of the work since a filter fabric
was used rather than plastic. He generally would suggest that residents be told in a notice to "not use the air
conditioners" during the time the work is being done directly near them. Also that they should keep the windows and
porch doors closed. This should reduce any future fugitive dust from entering the premises.
This may be a problem on the hottest days; however the alternative of letting the dust in is not the better choice.
'r• This is a beautiful time of year and unfortunately the timing this inconvenience is hindering your tenants enjoyment of
their property, however as it is part of an improvement project the Health Department cannot prohibit this activity.
Please advise your contractor of the importance of your residents' concerns and the Health Department's and DEP's
recommendation regarding the best practices being utilized.
As always, we recommend better communication with your tenants, as this seems to be a common theme that causes
them to be visibly upset and distrusting of the process.

Attached is the letter that was sent by mail to you yesterday.
To follow up, I wanted to provide details of a conversation I had with Dave LaBrode, of MA DEP, today. I had
sent him photos and details of my observations in regards to the tenant complaints at building 38.
DEP confirmed that the dust collection process is a good best practice for re -pointing; however having viewed
the photos, he felt that the area of actual grinding should be enclosed better. What he viewed indicated that the
amount of dust leaving the work area could be reduced by introducing this better control. I did tell him that in
some areas the plastic was surrounding the work area better than others.
Secondly, he supported the suggestion to have the AC units cleaned post the completion of the work since a
filter fabric was used rather than plastic. He generally would suggest that residents be told in a notice to "not use
the air conditioners" during the time the work is being done directly near them. Also that they should keep the
windows and porch doors closed. This should reduce any future fugitive dust from entering the premises.
This may be a problem on the hottest days; however the alternative of letting the dust in is not the better choice.
This is a beautiful time of year and unfortunately the timing this inconvenience is hindering your tenants
enjoyment of their property, however as it is part of an improvement project the Health Department cannot
prohibit this activity. Please advise your contractor of the importance of your residents' concerns and the Health
Department's and DEP's recommendation regarding the best practices being utilized.
As always, we recommend better communication with your tenants, as this seems to be a common theme that
causes them to be visibly upset and distrusting of the process.

Dear Erin Sheppard,
As you are aware, this past weekend the Health Department received a complaint in regards to
exterior work being done at Building 38 in Royal Crest Estates. The complainant stated that the
grinding portion of the repointing project is causing a nuisance and there were concerns over the
public health of the residents. Yesterday, I personally went to building 38 and met with you, the
contractors and the project manager. We discussed the process of the work being done while
viewing the site and we spoke with one resident, but did not enter any units. Below are the topics
of concern that were covered:
1) Notification; Residents appear unhappy with the communication in regards to the project.
There was very little prior notice, if any.
2) Their concern over whether the contractor was using best practices to capture the
concrete dust created from the work.
3) The prevention of dust entering the air conditioning units. The concern was that the filter
fabric placed over the air conditioners did not block all the dust; either due to unsecure
filters or filters not stopping the fine particles. There is no communication of a plan to
inspect and clean the air conditioning units. There is only the assumption that the filter
fabric would be sufficient. .
4) There is concern over timing of the operation that is occurring now, in August, as well as
the internal temperatures of the units when the air conditioners are covered.
A call has been placed to the MA DEP air quality division today to confirm that the use of the
dust collection unit is the proper method for this type of operation. I have not received a response
to date.
These are my corresponding responses to the above.
1) It was confirmed by management that the notification flyers were not provided to
residents more than a day prior to beginning this 30 -day operation. To avoid confusion in
the future; this office recommends at minimum a one week notification time before work.

Each project should be carefully planned in relation to the effect it will have upon the
resident's daily living. This is a recommendation. Generally one day is sufficient notice
for most repairs needed in rentals.
2) The use of the Zantech dust collection system — the photo (see photo of buckets) indicates
that a substantial amount of material from the grinding project is collected. Though some
dust does escape; the majority clearly ends up being collected. As long as the units are
used properly the Health Dept. is satisfied
3) There was discussion over whether there was much intake of air into these units from the
outside air. The Health Dept. was only provided anecdotal information from the project
manager; noting that little air was brought into the unit when it is turned on. There is no
documentation provided to date that these units do not have an air intake or that the filter
fabric was capable of capturing the dust size particles. Therefore, it is requested that each
air conditioner be scheduled for a service technician to clean out the interior filters and
clean out any residual dust found inside these units otherwise. Please provide the Health
Dept. with a list of units that have been notified of the offer to check the units and a
signed acceptance or denial from the unit occupants.
4) AIMCO is responsible to maintain temperatures at no greater than 78 degrees. There is
no requirement to have continuous cooler temperatures per the State Housing Code.
AIMCO is also required to maintain the buildings free from chronic dampness. This work
is part of a larger effort to that end and this department cannot stress the importance of
this project; therefore the timing of this work during the summer months is not a housing
code consideration.

• NO PREVENTIVE actions were taken to cover or protect the ventilation system.
• NO CLEANING is taking place at the end of the day. The dust remains and workers simply leave the
building.
• NO ACTION PLAN or corrective response is provided by Eric (typical of this management team)
• THIS IS CAUSING ME, MY KIDS, and also some of my neighbors' with allergies to suffer the
consequences of this work and NEGLIGENT actions.
All of this has been reported by ALL neighbors without any attempt to properly correct the problem. HOW
CAN AIMCO GUARANTEE that NO FUTURE health issues will be provoked as a consequence of their
negligent proceedings? - The workers have to use a filter in their faces (logical) while performing the work, and
WE HAVE TO REMAIN UNPROTECTED.
Not only that, it comes with the long term residual dust in the AC system, which they simply cannot answer
about.
The lack of warning, the lack of care to notify of potential health issues, the lack of attempt to relocate to
protect the residents in pro of minimizing cost, is simply outrageous.
We need a serious intervention from the health department on this matter, all my neighbors and I are ready to
prove how this is affecting us all.
Please advice how can we get help on this matter.

Unfortunately, I am not going to be around, but feel free to call my mobile 978 204 5163. With the rain gone,
there is considerable less 'dust' while you can still feel it if you are exposed to it through the AC.
All of my neighbors came to complain of the same thing to Erin, and only until I went personally (and very
upset) to demand her attention, she decided to take a shy step asking for a visit to my apartment.
There was NO warning, no preventive measures in case of allergies, no cleaning after the work is done, and
after 1.5weeks after we first raised this concern to her, not sure really what can be seen.
I do expect them to provide a clear plan as to when will they clean up windows and AC systems to ensure that
all allergens and dust is removed to the best possible.

I am writing to follow up with. you regarding the imident.that occurred on Monday, March 41h
2013 when your dog bit a member of our service team. This communication serves as a warning
to you as this type of incident violates the terms of your lease.
Our other concerns are 1) the young girl walking the dog was unable to control it, and we
stipulate that dogs must be controlled at all.times on our property, and 2) there was no prior
indication on your lease that you had a pet in your apartment.. For our next steps, we need for
your dog to be muzzled at all times when in the community.. Your dog must be, a short leash
while walking in the community. Your dog must be contained or removed from the apartment
during service visits. I also wanted to notify�you that state law requires that we inform animal
control of the incident and we have done so. In addition, I want to make you aware that should
your dog have a repeat violent behavior we will insist that the dog is removed from the
community.
We would appreciate your cooperation so that we can avoid any incidents like this in the future
and promote a safe environment for our residents and team members.

Our office has recently been informed that there have been questions and concerns raised by
tenants as to the structural condition of Building 38. Our office has been working closely with
the North Andover Conservation Commission as well as the No1•th Andover Building
Department to address water and moisture issues that have been an issue for the property at a
number of structures, including Building 38.
Specifically, this included the new installation of foundation drainage as well as foundation
waterproofing at Building 38. A design for these systems was completed and constructed by
AIMCO contractors to the satisfaction of this office.
During construction the entire foundation and footing for Building 38 was exposed and
inspected. Repairs to the foundation and footing were designed by our structural engineer and
overseen by this office to ensure that the work product met or exceeded the design requirements.
In addition, site inspections were conducted by the Building Department.
Our office conducted a visual inspection of the exterior foundation and walls of Building 38 this
week due to the requests being made by the North Andover Board of Health. No visual evidence
was observed that would raise concern with the structural condition of the building. Building 38
is structurally sound and safe to inhabit.

Our office has recently been informed that there have been questions and concerns raised by
tenants as to the structural condition of Building 38. Our office has been working closely with
the North Andover Conservation Commission as well as the No1•th Andover Building
Department to address water and moisture issues that have been an issue for the property at a
number of structures, including Building 38.
Specifically, this included the new installation of foundation drainage as well as foundation
waterproofing at Building 38. A design for these systems was completed and constructed by
AIMCO contractors to the satisfaction of this office.
During construction the entire foundation and footing for Building 38 was exposed and
inspected. Repairs to the foundation and footing were designed by our structural engineer and
overseen by this office to ensure that the work product met or exceeded the design requirements.
In addition, site inspections were conducted by the Building Department.
Our office conducted a visual inspection of the exterior foundation and walls of Building 38 this
week due to the requests being made by the North Andover Board of Health. No visual evidence
was observed that would raise concern with the structural condition of the building. Building 38
is structurally sound and safe to inhabit.

Our office has recently been informed that there have been questions and concerns raised by
tenants as to the structural condition of Building 38. Our office has been working closely with

I was glad to get a response to my emails, at last. Before anything else, thank you for sending your personnel to
install the replacement heater in the master bedroom.
Because of the following reasons:
• I have two kids to care for.
• In this same building we (several neighbors) were relocated due to the ceilings
crashing/collapsing over decaying walls.
• Because the same walls have cracked severely in my apartment within less than 3 months
after (supposedly) repaired, following a full building repair (as a consequence of the above).
Which forced me and my family to be relocated for nearly 6 months to a hotel.
• And last but not least important, because in my presence, your subject matter expert only
came for a less than 3 -minutes long, superficial visit, by to my unit, and it was limited to
observe ONLY the wall at the entrance.
• And because over the last two days, I requested to both you and Erin the community manager
to personally come to the apartment at least to look at existent conditions, with no response.
I reported these issues as well to the Health Department of North Andover, included in this email. I
understand from them, that a full report of your evaluations has been requested, which I expect will
be provided following thorough analysis of the cracks that consistently break in my unit. / do hope
that not only this will be provided for the peace of mind of my family, but that it will include
evaluation of the ac
_gre_ciate of all walls damages (the unit as a whole). Just to ensure that we are
in full sync, as we have multiple times shown to your personnel recently: that is NOT limited to one
wall, but through out the apartment for which I hope that you are planning your contractors to do both
properly:
Inspect, to ensure that ALL of them are detected, assessed and proper solution is
provided.
Resolve, in a way that I do not have to report it again at least in the remaining of my
contract (9+ months). Since these are periodic failures that I report at least every 3-5 months
and are always the same.
I think you can agree that having appropriately evaluated and documented the living conditions of the
apartment will NOT at any point in the near future, put my family at risk, is good for both ends yours,
your company, and me.
That said, I have additional comments/requests to your response:
1. 1 have a baby at home visiting these days. Your personnel may NOT come to repair the walls before 11 am, same for
any other work needed please.
2. Your own team also assessed, and suggested that we should request, and should receive the services to repaint the
apartment. Mostly after leaving here for 10+years, and not being done before. In addition, unless 'pushed' to do it, your
team will not re -paint the areas where they have recently serviced (as it is the case with the recently installed heater
ink master bedroom). I think you will agree that if your team comes, moves, and replaces, the area must be left in
GOOD conditions. I am not paying to live with marked walls, dirty and damaged doors.
Excrement: There was no visible action following my conversation with you, and Erin about the dogs excrement (I
stopped by both buildings to see what if notes where placed, as you supposedly committed to). Today the same person in
the building that you live in actually, did it again. Attached her picture for your reference.
Other comments will be sent over a separate email with the management team, I do expect to get acknowledgement and
confirmation to the points stated above.

I completely understand your concern. The work being done on the foundation was driven by our department a couple
of years ago. Due to wetlands in and around that area, there has been a long approval process from the conservation
and building departments to ensure AIMCO stays within the guidelines of the regulations. Royal Crest is moving from
building to building complete that work. All permits for the work are in place. As far as the apartments that they are
working on in the building. Royal Crest has 2 licensed professional companies that work to assess and remediate
compounding issues. These are not structural issues. By law, the tenant is not able to stay in the apartment while this
work is being done. Royal Crest has pulled the appropriate permits with the DEP to complete this work. I hope this
information clears up any confusion there may be about the work.

The 'common maintenance' is not that common. You are fixing cracked walls, like mines are, in the entire
building.
You know what I refer to, since tenants actually are moved at least for a day to a hotel. I do not believe that
AIMCO does that for 'regular' maintenance.
Yesterday it was the one behind, today the one in front, tomorrow the one downstairs. And this i know, not
thanks to the management team but, from the contractors and neighbors. That said, i also know that these
'patches' are not being documented as part of a full assessment by an expert to define if this building is in has
damage beyond superficial fixes, also from your contractors. If damage is all around, all similar, doesn't that
take a bit of cautionary actions to avoid further risks to us all?
This is concerning and again, I reported this a long time ago, how come i still have no answers or
commitments? What will it take? - tell me your suggestions, because apparently i am not entitled to proper
treatment although i never miss a month of rent.

At the request of the health dept we are working with our engineer to confirm there are no structural
issues in you apartment home. As a result of this we cannot repair any cracks as this would hinder there
ability to make an accurate assessment. As soon as the assessment of that building (this is in the works)
is complete we will be scheduling the crack repairs in your home.

Over the last few days wall repairs were scheduled and are taking place in all appartments in my
building.
Few questions:
Why am I not receiving any written answers from anyone of the Managers to my
concerns or questions? - There is three levels of Management here, anyone taking
ownership?
With the entire building being affected (and requiring relocation of the people for at least
a day out of the apartment): Is the damage being assessed by a subject matter expert and
the report being prepared as it was requested by the Town of NA?
When am I actually going to be scheduled? - Except for one call which I had to request,
letting me know that you were planning to ... I see work everywhere except my unit. Is this
some kind of discrimination? -
I do expect communication from Management, and not only empty calls, with unclear
dates/times and action plans..

of dll walls damages (the unit as a whole). Just to ensure that we are in full sync, as
we have multiple times shown to your personnel recently: that is NOT limited to one
wall, but through out the apartment for which I hope that you are planning your
contractors to do both properly:
Inspect, to ensure that ALL of them are detected, assessed and proper
solution is provided.
Resolve, in a way that I do not have to report it again at least in the
remaining of my contract (9+ months). Since these are periodic failures that
report at least every 3-5 months and are always the same.
think you can agree that having appropriately evaluated and documented the living
conditions of the apartment will NOT at any point in the near future, put my family at
risk, is good for both ends yours, your company, and me.
That said, I have additional comments/requests to your response:
1. 1 have a baby at home visiting these days. Your personnel may NOT come to repair the walls before
11 am, same for any other work needed please.
2. Your own team also assessed, and suggested that we should request, and should receive the services
to repaint the apartment. Mostly after leaving here for 10+years, and not being done before. In addition,
unless 'pushed' to do it, your team will not re -paint the areas where they have recently serviced (as it is
the case with the recently installed heater in the master bedroom). I think you will agree that if your
team comes, moves, and replaces, the area must be left in GOOD conditions. I am not paying to live with
marked walls, dirty and damaged doors.
Excrement: There was no visible action following my conversation with you, and Erin about the dogs
excrement (I stopped by both buildings to see what if notes where placed, as you supposedly committed
to). Today the same person in the building that you live in actually, did it again. Attached her picture for
your reference.
Other comments will be sent over a separate email with the management team, I do expect to get
acknowledgement and confirmation to the points stated above.

Deana,
Yesterday I reported to Pauline once more my concern about the increase in the length of the cracks, that affect
the leaving room walls. We have not heard back from the Manager yet.
The major concern I have is that these are exactly the areas that I reported back in Spring time, and that the
team of contractors were supposed to fixed during the summer, when we were relocated while the repairs took
place. The damage area has grown significantly over the last 2-3 weeks, since we first reported this and asked
for a Service visit, due I assume to the weather conditions of humidity and cold.
I am worried that this cracks continue to grow, and what can happen when we have the weight of snow on the
roof.
I have not received attention to this matter, and this is the second time I have requested the visit of our Service
Manager. This involves the work that the contractors completed for you, and I think is only fair to have him
evaluate the damage himself (maybe with you).
I look forward to hear back from you soon, I will download pictures again, and contrast them against those I
sent back in Spring for you to see.

I understand now. When the cracks where reported to us early last week the resident was convinced there was a larger
issue (structural) I was unable to inspect so I sent one of the service techs (Tom) Director of construction for aimco (Dan
M.) And Sydney from Golden Gate services (contractor who handles abatement and different construction projects for
aimco to inspect) Dan M. determined that the cracks are normal cracks that appear in buildings of this age and there was
no evidence of a structural issue. 1 spoke with the resident that evening (in my office) and he got very upset with me when
I informed him I would need to have the cracks repaired and there was no larger structural issue. He said "you are not
going to come into my apartment and just repair the cracks there is a much larger issue" I explained to him that Dan M.
has extensive knowledge in construction and engineering and that he his well qualified to make this decision and I
regularly depend on his expertise in these areas. He disagreed and told me he would not allow us to "just repair the
cracks" I informed the resident that as managers of this community it is our responsibility to maintain the apartments and I
would notify him in the next 2 weeks to schedule the repairs. He stormed off and went home. I spoke with the vendor on
the 27`h and discussed the repairs and told him we will be performing the repairs next week. I will be scheduling the work
for some time mid week and will have a concrete date for you (and the resident) on the 1st

Good afternoon Michele
I do not have any record or am aware of an issue with a crack in the walk. I did inspect the walk today and did not find
any cracks or tripping hazards at the building 38 walkway.
Our grounds are walked every weekday morning for trash pickup. We have each service technician here assigned to 10-
15 buildings to be walked every weekday morning. I have 100's (if not thousands) of these requests and it will take some
time if you would like the actual requests. Our service request system is set up to auto generate these service requests
every weekday. Some of the requests are not assigned to actual buildings but to certain service techs (who are assigned
to actual "circles" or groups of buildings.) From May 15th to Nov 1St we have a contract with our landscape provider that
requires them to have a 40 hour (5 days a week) porter here to pick up trash every week day (this is in addition to my
service technicians doing trash pickups in there assigned areas). This time a year with fast snow melt (like we have seen
in the last 2 days) trash can show up very quickly and we do our best every weekday morning to pick it up (aside from
emergencies this is the 1St thing my team of 5-6 service technicians does for the first 30-60 minutes of their day)

I would like to know what has been the outcome of your conversations with Royal Crest. I have not seen one
action taken, and when I personally came last week, their answer was limited to the same one I always get: "Did

To date, a week after, I went by the apartments that I actually took note of irresponsible pet owners, and no
notes have been sent.
I truly do not see any movement on this matter, and I am sure that you understand that, after 3 years of reporting
this I am even losing hope that the town of North Andover is helping on this matter.
I am sure that in your conversations they probably articulated with a smile on their faces, that they will handle
it, but again their response as 'pleasing' as it sounds lacks substance and action.
Can you please let me know what else do I need to do? I had stated that if required, I will go to Boston and file
a formal complain including these sent of emails.

I could only point 2 people in the area and no actions yet were at least indirectly (as they said they would)posted
in their buildings.
But is all over the place! I personally cannot pin point every single one. As I mentioned to the managers: This is
a problem because there is NO enforcement, nor consequence for the lack of care in general. They were NOT
prepared to create a culture of respect in the community, and now the non -pet owners like me are paying the
price.
There is only so far you will go if you go down the path of individual responsibility, this needs to start at the
managerial culture permeating to the community.
I suggested:
1) Constant general communication
2) Praise for good general behavior
3) Pointing out the bad examples, and make it public knowledge
4) NOW it makes sense to bring it down to individual culprits
5) Have a consequence! - Even a direct visit from the police department would already help!
Think of it this way: We also have a problem with speed limit. Will people stop doing it? NO! - Why? Because
there is no constant action and follow-up and hence, escalation to police level if required. I have reported this!
Did you hear about it? Did the police? NO. Why? Because the management team is doing nothing or very little
and late.
I can provide the plate number today, but what happens if the management team is doing NOTHING! or if
weeks pass until a note goes out? It becomes irrelevant.

I am including below my email from this morning to the Management at Royal Crest. Also attached, 3 pictures
of a total of 10 recently taken for initial reference only, of multiple similar items throughout the apartment.
The reason for me reaching out to you, is because these are re -occurring problems at my apartment, which I
have to report on a periodic basis and for which I only get but a local 'patch' of the area only for this to come
again.
Moreover, three years ago, we were moved out of the apartment for a period of 6 months, so that the decaying
walls would be taken care of, and then again because the walls broke within weeks of the work performed. I
can provide written proofs of my complains, as well as pictures from those events. To me this is nothing but a
proof of the poor quality of the work their contractors and service personnel perform.
The only answer I get from the always changing management team, is that these are not 'structural' problems,
but a consequence of how old the apartments are. That said, they expect me to undergo the same on a periodic
basis, and not only that, it literally takes multiple complains until I get a relatively acceptable answer.
I am concern that there is no real long term solution to this problem, and they claim that these problems should
not represent a danger to me and my family, but I lack the means to corroborate this claim.
Can you please advice on how should I proceed on this matter? (again, I can send further email and picture
references from past complains).

As of today, I have not yet received the visit you committed to me in front of Erin.
Granted, your other subject matter expert aparently came on your behalf, but yet I did NOT hear a peep
afterwards about what I came to express at the office:
• WHAT is the plan to RESOLVE the problem in a way that I will NOT have to suffer it constantly.
• WHEN is all everything going to be resolved.
Ye -,I am irritated and upset as I write these lines, because you do proactively take the initiative, and if I do not

Attached some picture of ADDITIONAL cracks that I was able to capture in camera, but more were identified
by your own team (Tom, Kevin) already 2 weeks ago! and nothing has been done. This is in addition to:
• the crack in the leaving room that is ALWAYS re -opening and this time in a much more pronounced
way. I honestly cannot say that I feel entirely safe in this apartment as is.
• Also, the problem with the heater inthe leaving room is COSTING ME a higher electric bill, and it does
not allow me to sleep at night with it open due to the awful noise it produces.
• The doors of the cabinets were suposed to be replaced, and yet I have not heard of a date to fix this.
• All the other items reported to you by your own team, I expect to have address without the need for me
to re -write the whole thing.
March is coming, and unless I have a solid COMMITMENT with DATES, I will NOT submit my rent
payment, should you not continue to come and handle it. This is my right as a tenant, by the state of
Massachusetts.
I want to hear from you TODAY! via email with a written plan for it all.

As you can see from my emails below, I have historically reported the lack of attention that three management
iteams Q years in a row), including the present one (included in this email), pay to the regulations that have to
do to maintain and emphasize proper conditions when it comes to pet excrement.
I am sincerely tired of it, and I would like to know what does one have to do to formally file a complaint so
that, we as part of the community can count with an appropriate level of attention. More and more, you find it
around the facilities, included near areas of the Club House where the management team works. When
reported, there is no real action rather than the same question: "Do you know who is doing it?" - which should
not really be our role.
I have twice reported directly to the person doing, but not even a flier or communication has been sent to
enforce this in respect for those of us that do not own a pet. Please consider that if this was summer time, the
i smell and amount of insects would be unbearable, and our kids cannot even freely play in the area without the
risk to get their hands or feet in it.
Please let me know what can be done in this respect, since neither reactively not proactively is there anything
being done. This is needless to say, truly concerning and I am ready to go all the way to the State's level if
required.

Dated below the original emails that I sent in the past associated with the problem of dogs/pets excrements on
i public areas of Royal Crest.
The response from the town, and the police department couldn't be any better. Sadly, I cannot say the same
from the Management Team at Royal Crest, to which I have continually reported these problems remain
completely unattended and the conditions continue to deteriorate.
Just yesterday morning I reported to Pauline Martin (the assistant community manager) this situation and the
answer was (and I quote, as this is the standard answer): "Do you know who did it?, because otherwise there is
nothing we can do, people are responsible for cleaning up after their pets"
Now, in the report that I received from the NAPD after their conversation with the Management team, is that it
was suggested to:
1. Emphasize the pet policy to all residents - This was never posted in their public communication, after
this was reported.
2. Provide with garbage cans around the area to encourage the residents to use them for this purpose.
3. Ensure proper monitoring of the property to excrement for appropriate disposal if needed.
i Not only these suggestions never took place, when me or other members of the community have reported
excrement in the area, they were NEVER removed. Needless to say, flies and other insects proliferated and we
i cannot comfortably keep our windows open as we risk having enter our apartments, and contaminate our food
and place, not to mention our kids cannot openly play outdoors without risking stepping accidentally on it.
I I will follow this email, with a direct call to Melanie as suggested below, and other steps as needed until we
can get the appropriate attention. I hoped that by working with the team locally we would get an answer, as
some of them came new but, regrettably, that didn't happen. I am moving up the ladder now, since we don't
have now a permanent manager to work with, and Deana as their supervisor (also included in this email and
also informed before), do not respond to this escalating concern.

I have been a resident at this community for 7+ years. Over the last 4, the service, attention, and care of the
management team towards both, the appartments and the community are in serious decay.
About 2 years ago, they opened the appartments to pet owners, and did so with little points of control or means
to emphasize the health policies to those owners. As a consequence, we have excrement in many areas of the
community that remain exposed to the conditions of the enviroment (snow, rain, sun) until they disappear
without getting any attention or being cleaned.
I have reported this several times to the management team, and no actions were taken. Lastly, I spoke to the
new Manager Nathan Dziadul last week, and not even a'Warning' notice to reconvene pet owners has been
issued, let alone cleaning the community.
We have now an increase in insects, and when the sun is out is more noticeable. There are times where the
smell is simply unbearable.
I am willing to share with you pictures as exmaple, but I really would like to have your support or direction on
how to address these matters properly. I also would like to invite you to my appartment to see for yourself, the
deteriorating conditions that humidity has caused, and that I reported since January and for which I have
received no attention as of today.
