RE: Town of North Andover Water Treatment Facility
Watershed District Special Permit
Dear Mr. Long:
The North Andover Planning Board held a public hearing on
Thursday evening, December 7 , 1987 in the Town Office Meeting
Room upon the application of the Town of North Andover Board
of Public Works. The hearing was advertised in the North Andover
Citizen on November 19 and November 26 , 1987 and all abutters
were notified by regular mail. The following members were
present and voting: Paul Hedstrom, Chairman; George Perna,
Vice-Chairman; John Simons , Clerk; and John Burke.
The petitioner seeks a Special Permit under Section 8 . 3
of the North Andover Zoning Bylaw which requires Site Plan Review
for a new development which includes 5 or more parking spaces.
The petitioner also seeks a second Special Permit to allow a
public building in a residential zoning district, Section 4 . 121 (10) .
The premises is known as 420 Great Pond Road, located on the
North side of Great Pond Road. The lot is both situated in the
Residential-1 and Watershed Zoning Districts. Said lot possesses
2 . 24 acres of land and has 50 feet of frontage.
The proposed project is the construstion of a new municipal
water treatment plant on the site of the existing pumping station.
Director of .Public Works, Paul Niman, represented the Town
and the Public Works Department and testified that his department
is responsible for protecting the water supply and supplying
potable water to the inhabitants of the Town. Anthoney Lally
presented the Board with a set of working drawings, showing the
proposed construction of the treatment facility.
The Board also noted that the Town' s water treatment plant
was exempt from regulations of the Watershed District as stated
in the Lake Cochichewick Preservation Amendment passed in 1985/12 ,
Section 4 . 135 . 4 (A)
Upon a motion made by John Burke and seconded by George Perna,
the Board unanimously voted to GRANT the two requested Special
P6.rmits subject to the following:
0 0
1 . An erosion and sedimentation control program shall be
instituted during all phases of construction.
2 . In accordance with the Fire Department' s recommendations :
a. Contact shall be made to the Fire Department relative
to underground storage of fuels and flammables;
b. Fire protection and detection system shall be connected
to the municipal fire alarm system;
C. Under M.G.L. Chapter 148 , Section 26G, the building
shall be fully sprinklered.
3. The facility will be properly screened with landscaping
material.
In GRANTING these Special Permits , the Planning Board finds,
pursuant to Section 10 . 31 Conditions for Approval of Special Permits
of the Zoning Bylaw, the following:
a. The specific site, 420 Great Pond Road, is an appropriate
location for such a use;
b. The use as developed will not adversely affect the neighborhood;
C. There will be no nuisance or serious hazard to vehicles or
pedestrains;
d. Adequate and appropriate facilities will be provided for the
proper operation of the proposed use;
e. The use is in harmony with the general purpose and intent of
the Zoning Bylaw, and
f. The site plan as presented meets the requirements of the
Site Plan Review as stated in Section 8 . 3 of the Zoning Bylaw.
