We reviewed the letters submitted -to the Board August 12 and 14 , 1996 , which were intended t ' establish a reference point for this year ' s and subsequent reviews . Accordingly, I formatted this letter by addressing each paragraph of the previous letters together with the input that I received from the site review. This letter will then serve as the blueprint for' next. years review of the special. permit for the gravel pit . I . The iss.ue of updated -plot plans was addressed by not only the letter from a registered land surveyor but 'I also submitted a topographic survey dated October 27 , 1996 and revised on November 27 and 'Dece.mber 17 , 1996 . This . plan establishes a very good reference point for the - Board to see the migration of the active area. This area is likewise indicated on the locus detail • of the plan and the site review confirmed ' that the active area is substantially diminished . It further establishes the approximate location of areas reclaimed . The site inspection likewise indicated that the open face of the pit has been substantially reduced in size . 6 . The site review indicated that there were only two or three stumps located on site . as of the June 11 , 1997 meeting and ; that the previous year ' s stumps were removed from the property. 7 . The issue of . unregistered vehicles and farm vehicles was addressed in previous years by removing the same from the active pit a-rea . 8 . The original bond certificate as required by the by- law has been submitted to the Treasurer as in past years . 9 . Theotice of'Decision .issued by the Board last year was r�corded on October 22 , 1996 as Instrument #27522 in the North Essex Registry of Deeds . 1 will again record this year 's Notice of Decision but reques.t that the Board put into your decision the same language as was used last year for the purposes 'of clearing title from year to year . 10 .
