In basement is large secure cabinet containing many containers of household paints/stains/cleaners as well as containers of other toxic substanaces(acetic acid,nitric acid,hydrochloric acid,tri-methyl chloride).Homeowner stated that container of glacial acetic acid`boiled over'from container. He put on respirator and brought several containers into back yard. Wife was taken to hospital and treated and released. Fire dept was called-they arrived and evacuated neighborhood before any further manipulation of chemicals. All containers and cabinet were brought into backyard and neutralized with pelletized lime and baking soda. Several were cross-contaminated with spilled acid. When I arrived,I met with deputy fire chief and Lt.Mike Bern(sp?)of NA haz-mat team. We decided that materials could not be safely left outside,given proximity of backyard to wetlands and predicted rain in next 24 hours. Clean Harbors was contacted and quoted$2000 to homeowner to come Sat.night and remove all materials. Homeowner spoke to adjuster from insurance co.who determined no$$would come from insurance for cleanup. Deputy fire chief then spoke with rep from Enpro re:situation. He advised that materials could be safely left outside until Monday for cleanup if sealed. Enpro will come on Monday with chemist to do cleanup(to be arranged by homeowner.) All containers were placed in large buckets and wrapped in plastic.Buckets and cabinet were placed under porch. I checked basement and did not note any strong odor. Lt.Bern will check scene on Monday for followup by homeowner.
