She and her husband,Chris,live directly across the street from Nat Stevens(about 57 years of age)at 46 Elm Street. For many years,Mr.Stevens has accumulated many peices of furniture and other items which are stockpiled throughout the house,and overflowing onto the porch area and driveway. The old high school is being demolished,and town residents were offered the opportunity to go in and take things that they would want before the building is razed. Evidently,Mr.Stevens loaded up a couple of truckfills of school furniture,and dumped it in piles in his driveway under a tarp. The home looks like a junk area,and Ms.Allen is concerned about safety,fire hazards,etc. Overall she gets along okay with Mr.Stevens,but they have clashed over the upkeep of his property through the years. She does not want him to know that it is she who is calling with the complaint. Please investigate. Dear Chief, Just a short note to warn you ahead of time, before you come over, that I have not finished removing all the paint from the cellar. I have combined about 25 cans of the same paint that were in separate cans because they belonged to different clients. I found another 75 that had frozen or settled out so much that I could pour off the water on the top and let the pigment dry. They will go or have gone in Tuesday's trash. I've sorted out the rest. Some will go to clients these next two weeks. Some I will use in the next month. We're painting the interior of the North Parish Church and have 6 gallons left over from the last time, for example. Some is not usable or the client has moved or passed away, that will be recycled. The problem has been trying to keep it all organized so that it can be used or recycled in in efficient method. If it all gets piled up in a big jumble, it won't solve the problem. On top of this and the normal workday, my Joanne's, Parkinsons disease with dementia has worsened and she's unable to keep track of when she takes all her medications, so I have been a little distracted. We have a removal plan which we are doing, is it possible to have a little more time to enact it? The fire departments concern is with the storage of flammable and combustible materials in the cellar of this property. Those materials, paints, thinners, and painting equipment must be stored in a separate building not in or part of the residence. 2. No material can be stored within five feet of the oil tank. 3. The oil burner should be serviced by a licensed technician as it appears to be leaking. 4. A clear unobstructed access to the electrical panel must be maintained and open electrical junction boxes secured properly. 5. Smoke detectors are needed in the building and I have scheduled for a Lieutenant doing fire prevention on Thursday - April 3 to go to the building and indicate to you the location for smoke detectors throughout the building. I had suggested relocation of the storage to the garage but that is to you. Our interest is to eliminate the hazard. We will reinspect the property on Monday April 14 at 9:00 A.M. My wife and I have recently moved from North Andover to Methuen, and among the reasons we have moved, the one I would like to bring to your attention concerns my previous landlord, H. Nat Stevens, of North Andover. From March of 1995 to March of 1997, we had rented the second floor of 44 Elm Street. Mr. Stevens is a painter and wallpaper hanger by trade, who resides at 46 Elm Street, He is using the basement of 44 Elm Street as a storage facility for the chemicals he uses. At my estimation, conservatively, there are hundreds of gallons of oil-based paints, latex paints, paint thinners, lacquer thinners, acetones, alcohols, and numerous other chemicals and flam- mables that are not properly stored in any type of metal cabinet or enclosure. Most are now stored in plastic jugs that are warping due to lack of air in the container. These thinners are located roughly fifteen to twenty feet from a very antiquated oil burner which he has had mechanical problems with in the past. Please keep in mind, that this is a residential building, and there is .currently a tennant living on the first floor directly above this storage. My wife and I had returned to the house on a number of occasions only to be forced to ventilate our apartment, as the fumes were too much for us to take. This had occured twice while my wife was pregnant, in August and October of 1996. We called him at home to complain about the fumes, but his only action to resolve the problem was to open a small window in the basement. He wasn't very cooperative. I bring this to your attention because I was not informed of this storage when we rented the apartment in March of 1995. And I am sure that the next person to rent the currently vacant apartment will not be aware of the dangers that are present. Needless to say, this is not a place for children to be living. The risks and potential dangers that this careless storage poses are unmentionable. I am unsure if he is violating any V.O.C. laws, or if there are any residential storage laws pertaining to chemicals and compounds, but the situation is only getting worse and I know it will not remedy itself. He has no intention of cleaning up this seemingly illegal storage, or at least putting it in proper storage containers. The basement is extremely cluttered with other assorted materials which would only add fuel to a potential fire. Stacks of newspapers, chemical-soaked rags, and scraps of wood are all accel- erants should a fire occur. The house would be totally involved within three to five minutes. I should also mention that there is only one door in and out of the upstairs apartment with no fire escapes on the second level. Nonetheless, with the arrival of our child in January of 1997, I was forced to move to a more suitable residence for my wife and child. I'm not sure if you are the proper people to disclose this infor- mation to, so I am notifying a number of authorities. of this situation. This matter is a very serious one which must be corrected immediately, before any problems occur or any lives are lost.
