Special Meetiag
The BOARD OF APPEALS held a special meetiag oa Monday eye,tug, Noveaber 25,
1973 at 7:30 P.M. ia the To~m Office B-~a~w2 meeting roo~. The follo~
members were present amd voting: Frank Sario, Jr., C~_~aan; 'William N. talem~e,
Lomis DtFrusciot 'amd Associate Member~ Alfred E. Friselle amd James D. Noble, Jr.
Dr. Eugene Beliveau was unable to attend due to illness. '
The Board met in order to vote on tha'J. P. Stevens petition for which a hearth2
was held on November 12, 1973.
Chairman Serio did ~ot sit on this petition. Member Beliveau was ~ot present,
so that action was taken by the four re,aiming members that sat on the petition.
After discussion, member Salemme made a motion to GRAh~ the veriaace, ~r. Friselle
seconded the motion and the vote of the four members was unanimous. The Board
found that there were conditions affecting this parcel of land which did not
affect the zonir~ district in general; that the frontage of 32 feet had been that
way since 1950 when the 19~3 Zoning By-Law was in effect and that there was no
other land available to provide more frontage to meet the existfl~g frontage re-
quirements of 150 feet; that the literal enforcement of the provisions of this
By-Law would involve substantial hardship, financial or otherwise; that relief
could be granted by this Board without detriment to the public good and without
nullifying or substantially derogating from the intent or purpose of this By-Law.
The Osgood Mills proper~y had beon used for over 100 years for manufacturing and
the proposed use by the prospective purchaser would be ia keeping with the
allowed uses under the present zoning~ that this operation would help the tax
base of the town and provide employment.
The meeting adjourned at 9:00 P.M.
