Dear Air. Long:
The Board of Appeals held a public hearing on Monday evening,
May 21, 1984 upon the application of Alice Lennon. The hearing
was advertised in the North Andover Citizen on April 19 and 26 ,
1984 and all abutters were notified by regular mail. The
following members were present and voting: Frank Serio, Jr. , _
Chairman; Richard J. Trepanier, Esq. , Clerk ; William J. Sullivan;
and Associate P•Iembers Maurice S. Foulds and Raymond A. Vivenzio,
Esq.

premises located on -_the North--side-o-f- Autran Avenue known as
Lot #52 , Autran Avenue.
Mrs . Lennon testified that an identical variance was granted by
the Board in 1979 , allowing theconstruction of a single family
dwelling on the--lot_ Floweve-r, .s-ince --a_.building permit was never____
issued, the variance lapsed. ---No -changes have occured--since- the
original application.
One abutter spoke in opposition to the petition .
Upon a motion made by Mr. Trepanier and seconded by Mr. Vivenzio,
the Board voted- unanimously to grant the variance as - requested,
with the conditi-on__that_on ly-a_-single f ami ly. dwelling may be
constructed on the lot, as requested in the petition: --- - -

In granting the variance , the Board finds that Section 10 . 4 of
the Zoning By Law has been satisfied. Specifically , the Board
finds that a literal enforcement of the provisions of the By Law
would create a financial hardship to the petitioner in that the
lot would be useless without said variance.
The Board further finds that said variance will not derogate from
the intent and purpose of the Zoning By Law nor will it create a
detriment to the public good.

Sec. 1 APPLICATION FORM
Every application for action by the Board shall be made on a form
approved by the Board. These -forms shall be furnished by the clerk
upon request . Any communication purporting to be an application
shall be treated as mere notice of intention to seek relief until
such time as it is made on the official application form. All in-
formation called for by the form shall ' be furnished by the applicant
in the manner therein prescribed.
Every application shall be submitted with a list of "Parties in
Interest" which list shall include the petitioner , abutters , owners
of land directly opposite on any public or private street or way ,
and abutters to the abutters within three hundred feet of the property
line of the petitioner as they appear on the most recent -applicable
tax list , notwithsta.nding that the land of any such owner is located
in another city or town , the Planning Board of the city or town , and
the Planning Board of every abutting city or town .
* Every application shall be submitted with an application charge cost
in the amount of $25 . 00 . In addition , the petitioner shall be respon-
sible for any and all costs involved in bringing the petition before
the Board. Such costs shall include mailing and publication , but
are not necessarily limited to these .
