Commonwealth
Dear Mr.Nepoli:
On April 22, 2002 this office received a complaint of truck and car washing on or near your
property which causing the wastewater from this operation to flow down Inglewood Street and
eventually discharges to the Shawsheen River. The complaint believes you have knowledge this
pollution.
Please be advised that the discharge of wastewater into the Waters of the Commonwealth (ground
water or surface water) is a violation of M.G.L. chapter 21 section 26-53 and the regulations
promulgated thereunder 314 CMR 3.00, 5.00, 7.00. You are further advised that violations of
M.G.L. chapter 21 are punishable by fines up to $25,000.00 per day for each violation pursuant to
M.G.L. chapter 21A.

To Whom It May Concern,
On May 24, 1995, I received a letter from the Conservation Commission in reference to a
complaint at 52 Inglewood Street,North Andover, MA. The complaint stated that Napoli
Trucking had been washing their trucks and the excess soap product was doing damage to
an environmentally sensitive area.
Within 48 hours I went to Napoli Trucking located at 52 Inglewood St. and spoke to Mr.
Napoli about the complaint. Mr. Napoli gave me the product information sheet on the
detergent used to wash the vehicles. It was a biodegradable environmentally safe
detergent. Mr. Napoli was very cooperative in assisting me with any questions I had
regarding the products and process used in the cleaning of the vehicles.
At that time I walked the property finding no visual signs of contamination to the
vegetation in the area. I was convinced Mr.Napoli was doing his best to prevent any
contamination of this type.
