The Board of Appeals held a regular meeting on Tuesday evening, May 11, 1999 upon the application of Robert P.
Turner, 56 Saunders St., North Andover, MA to allow a Special Permit from the requirements of Section 4, Paragraph
4.122(14)to allow the petitioner to legalize a 311 family apartment,within the R-4 Zoning District.
The following members were present:William J. Sullivan, Walter F. Soule, George Earley,Ellen McIntyre.
The hearing was advertised in the Lawrence Tribune on 4/27/99&514199 and all abutters were notified by regular
mail. No persons appeared in opposition to the petition.
Upon a motion made by George Earley and 2nd by Ellen McIntyre, the Board voted to GRANT a Special Permit from
the requirements of Section 4, Paragraph 4.122(14)to allow the petitioner relief to legalize said apartment as it was
in existence when said applicant purchased the property in 1980. Voting in favor: William J. Sullivan, Walter F.
Soule, George Earley, Ellen McIntyre.
The Board finds that the applicant has satisfied the provision of Section 4, p 4.122(14)of Zoning Bylaw and that such
change, extension or alteration shall not be substantially more detrimental than the existing non-conforming structure
to the neighborhood.
Note: The granting of the Variance and/or Special Permit as requested by the applicant does not necessarily ensure
the granting of a building permit as the applicant must abide by all applicable local, state and federal and building
codes and regulations,prior to the issuance of a building permit as requested by the Building Commission.

The Board of Appeals held a public hearing on August 11, 1987 on the application
of Robert Turner requesting a Special Permit from the requirements of Section 4,
Paragraph 4.122(14) of the Zoning ByLaws so as to permit changing a two family
home into a three family home. The following members were present and voting:
Frank Serio, Jr. , Chairman, Augustine Nickerson, Clerk, William Sullivan, Raymond
Vivenzio and Anna O'Connor.
The hearing was advertised in the North Andover Citizen on May 21 and May 28, 1987
and all abutters were notified by regular mail.

Every application for action by the Board shall be made on a form approved
by the Board . These forms shall be. furnished by the Clerk upon request .
Any communication purporting to be an application shall be treated as mere
notice of intention to seek relief until such time as it is made on the
official. application form. All information called for by the form shall
be furnishca 'by the applicant in the manner therein prescrilaed .
Every application shall be submitted with a list of "Parties In Interest"
which list shall include the petitioner , abutters , owners of land directly
opposite on any public or private street or way, and abutters to the
