Mr. Tom Neve, Engineer, and owner Robert Webster were present.
Mr. Neve designed a septic system for Mr. Webster and is coming
before the Board for a variance to Title V, allowing the use of a
concrete barrier to cure the slope breakout re
uirements. Mr.
Neve stated that he received Mr. Rosati 's comments and he revised
the plans to try and comply and tried to find the best solution.
On a motion by Mr. Osgood, seconded by Dr. MacMillan, the Board
voted unanimously to grant the variance with provisional approval
with Mr. Rosati.
Mr. Neve also stated that this system was designed on 150 gallons
per bedroom per day. Mr. Neve wants the Boards a

Mr. Rosati asked Mr. Neve how much bigger does he think the
system has to be? Mr. Neve stated it will probably take another
10 gallons. Mr. Rosati asked if there was any reason why this
can not be done. Mr. Neve stated "No", there is never a reason
why we can't put in a system bigger than we have. Dr. MacMillan
asked Mr. Rosati if he thinks the Board is setting a precedence
if the Board allows the waiver. Mr. Rosati responded
affirmatively. Mr. Neve stated that it is a fairness question
and this is all he is asking for.
Mr. Osgood stated that he does not
have a
gallons vs. 165 gallons but he would have a problem problems giving
blanket approval for everything because he does not know what the
other issues are.
Mr. Rosati stated there are other issues. For instance, the
reserve areas are not separated by four feet, it is back to where

the wall was this is why Mr. Rosati suggested that the wall be
placed further away from the system.

On a motion by Mr. Osgood, seconded by Dr. MacMillan, the Board
voted unanimously to waive the new local regulation of 165 gallon
per bedroom per day and to allow the system to be designed for
150 gallon per bedroom per day according to the old local
regulations and further move all other differences between the
new and old local regulations be worked out between Mr. Rosati
and Mr. Neve. If they are unable to work them out, Mr. Neve will
be requested to come before the Board.
