If the profile is not sufficient, you may have to go into a topographical plan to show how you are going to alleviate the problem. Andover, MA 01845 Dear Mr. Cahill : As per your request, I have prepared a structural design for a retaining wall for your residential site on Coventry Lane , in North Andover, MA . I visited the site on November 30 and again on December 3 , 1993 for the purpose of inspecting the site and to examine the existing soil conditions , and existing contours of the hill behind the proposed residence location. I am enclosing the retaining wall/footing designs for the retaining wall location as shown on the site plan and contour map drawn by Scott Giles , Registered Land Surveyor. The foundation design is based on the proposed design contours ,shown thereon which assume a final slope of 1 foot vertical rise for each 2 feet of horizontal run . The design is to accommodate a difference in vertical height of the soil elevation at the wall of 3 feet . For proper frost protection, the bottom of the footing is shown to be at 4 feet below the finished grade on the low side of the wall . The design is based on an allowable soil pressure of 2000 pounds per square foot(psf) which should be able to be attained for the soil on the site if it is properly prepared according to the specifications contained Herein . There are certain critical phases during construction which -should be closely adhered to , and any soil preparation and. movement should be done by competent contractors who are knowledgeable in this phase of construction. John Cahill of 37 Stonington Street, North Andover. The purpose of this letter is to provide your Office with my recommendations relative to the construction of the retaining wall and the timing of this construction relative to the framing of the residential building itself. At the end of November, I was asked by the Cahills to design a retaining wall which would hold back the earth behind their house site as per the proposed contours as developed by Mr. Scott Giles, Registered Land Surveyor. Before any designs were developed by this Office, I visited the site . In fact, at that time, I visited the site on two different occasions, namely on 11/30/93 and 12/3/93 . The purpose of the site visit was to inspect the relative location of the building foundation, and the hill of earth to the rear and sides of the foundation, and to review the existing contours . Subsequently, I designed a retaining wall to hold back 8 feet of earth(actually 12 feet considering the four feet for frost coverage) which was planned to be contoured behind the wall at an upward slope of 1 foot vertical rise per 2 foot horizontal , which is a slope of 26 . 6 degrees . The design package which I provided to the Cahills contained very explicit recommendations and specifications regarding the slope of the earth behind the retaining wall . I indicated that my design was to retain the static loads of "resting soil" and that the wall was not designed to resist any sliding earth mass . I explained in detail to the Cahills that the earth in its present condition(of 11/30 to 12/3) was not stable and had the potential of having a sliding failure under certain DEC 2 3 1993 Cahill/Coventry Lane Page 2 i conditions, such as when fully saturated or in the presence of ' running water from above making its way through the soil and developing slippage/failure planes . I pointed out the possibility of the liability involved in the conditions which I saw at that time, and told them that I had a professional obligation to so warn them, and others , that the condition should be rectified as soon as possible . Based on my experience as an expert witness in many court cases , this condition is waiting for an accident to occur and for 5 lawyers to appear on the scene, and nobody will be spared '. ! Based on my observances and my professional opinion, I make the following recommendations : 1 . To regrade the existing slopes away from the building site and to remove the precarious hills immediately adjacent to the foundation, to remove any possibility that a mudslide would move down and damage the foundation, and/or cause serious injury to anybody who might be in the area, such as playing children,etc. 2 . I suggest that some of the earth in the rear could be used to fill in the foundation as per the Giles contours . This would prevent frost damage to the existing foundation and help to alleviate the stability of the hill to the rear. Care has to be taken to offer frost protection on the interior of the foundation wall as well, of course . 3 . I suggest that prior to performing #2 above, that the foundation be properly supported to resist the lateral pressure of the backfilled soil . Any temporary supports should be kept on until the first floor is framed. 4 . I recommend that the retaining wall not be built until the spring when temperatures and other weather conditions would be more favorable . With a wall this length, I have a concern about the quality control of such construction and the possibility of cracks even though we have specified sufficient temperature steel and called for the installation of expansion and control joints along the length. The wall is approximately 150 feet in length and it is not very probable that the careful workmanship and temperature control, which is needed for the proper curing of the concrete, can be guaranteed. Construction of this type during the winter months is asking for trouble, in my opinion. � g Cahill/Coventry Lane Page 3 g 5 . I would think that for the sake of progress , the construction on the house could proceed as long as the hill of earth is pulled far enough back and that safe slopes are developed and maintained until the spring . This would allow the owners to begin to frame the building and make some progress during the winter months . It would be the responsibility of the owners and their earthwork contractor to properly move the earth and to develop safe slopes away from the building. I revisited the site yesterday, December 21 , and observed that some grading had been performed and that some of the immediate earth fill had been used to grade the land level behind the building foundation. I also observed that the precipitous "hill" had been moved back in the rear of the house . The earth on the left side of the building is still fairly close to the foundation and the slope appears to be greater than 45 degrees . It was raining and no work was going on, but I understand that the regrading in this area is in the process of being completed If there any questions regarding these matters , please don't hesitate to contact this office . SITE VISITS I visited the site on September 15, 1994 for the purpose of reviewing some of your Offices 's framing concerns . I made some suggestions to Mr . Cahill about these framing concerns . At that time, I also met with a representative of a company which manufactures and installs a geogrid reinforced soil retaining wall which would be aesthetically more pleasing than a reinforced concrete retaining wall . I visited the site on December 19 , 1994 Cahill/Coventry Lane Page 2 and again on February 27 , 1995 to make a final site inspection relative to the framing matters . The owners had completed the framing at this time, and had corrected any problems which I had pointed out to them in previous site visits, except for the crack in foundation wall, which will be discussed below. This Report is broken into two parts, one dealing with the Framing, and the other on the proposed Retaining Wall design. FRAMING 1 . Crack in Foundation Wall at Beam Pocket : During my first site visit, I suggested that a lally column and footing be installed under the main beam near the location of the beam pocket . This would eliminate the vertical bearing pressure on the wall at this point . Can my second visit, I observed the lally column in place. The crack in the concrete wall should be repaired by a foundation repair expert using injections of structural epoxy or a specialized urethane product. In January, I mentioned the name of Jager Construction of Amherst, NH to the Cahills and suggested that they contact them to discuss the best correction procedure . This company has been in business for approximately 14 years and employs Engineers and trained technicians who have been involved with foundation repairs . Jager Construction has indicated that they will be able to fix the crack with a structural epoxy which will restore the structural integrity of the wall and will prevent water from seeping through. (The crack has not been fixed as of yet, but when properly filled it will not be a structural issue. It is my understanding that Jager Construction will come to the site and make the repair as soon as Berube Construction excavates the earth near the wall at the crack location so that the crack can be exposed and be ready for repair by Jager. 2 . Checking in Solid Wood Beam : There is some minor checking in the 6 x 12 solid wood timber. This is typical of solid hewn timbers used as beams . The size of the checking does not sufficiently compromise the strength of the beam and it is more than adequate to support the loads which are on this beam, according to my calculations . 3 . Notch at the End Support of the Solid Wood Beam: There is a one inch( 1" ) notch at the bottom of the 12" deep beam at the support on the wall at the end . This notch is acceptable by the Massachusetts State Building Code, Section 3403 . 2 . 5 as the 1 inch is clearly less than 1/5th of the depth as allowed. Furthermore, the beam, with this notch in it, is more than adequate to support the loads which are on this beam . I Cahill/Coventry Lane Page 3 4 . Small cracks in the Foundation Wall : There are two small cracks in the foundation wall in the left rear of the building . These cracks are shrinkage cracks and have not changed in size since my initial site visit . 5 . Framing of the Family Room: During my first site visit, there were no joists hangers at the bottom of the interior rafters where they connected to the second floor support beam and bearing wall . I also recommended that more collar ties should be added in the upper third of the height of the rafters . The joist hangers and collar ties have since been installed and the framing of this roof is satisfactory. 6 . Attic Framing: Although not mentioned by your Office in your field inspection, I observed a few places in the attic support structure where the rafters are not parallel to the second floor ceiling joists, but are connected with short joist "tails" by joist hangers at right angles to the main joists . This connection is not strong structurally and I recommended to the owners that they nail a plywood section over the two joist systems to develop a tension tie across the building, wherever this occurs . This detail is shown on the attached Sheet A-1 . They did complete this work as I requested . There were other locations in the framing of the building at the attic level where I indicated to the owners that more nailing should be added at various connections , such as at rafter-ceiling joist intersections, and where the ends of attic joists in one span are adjacent to those in other spans . This has been accomplished. RETAINING WALL This section is to explain the background of the retaining wall for this property and the reasoning that the owners used in arriving at their present choice of retaining wall system. In the fall of 1993 , they employed my services to design a reinforced concrete retaining wall in order to hold back the soil on the hill behind and on the side of their residence . On December 4, 1993 , I provided to the owners a Report containing some engineering design sketches showing the design for this wall . The design showed the size of the wall , all required reinforcing steel , and provided design specs for the retaining wall . On December 22, 1993 I wrote to your Office and provided you with my recommendations relative to the construction of the retaining wall . I assumed that the Cahills had provided your Office with the design sheets . During the summer of 1994 , Mr. Cahill had discussed a possible retaining wall design with technical representatives of many companies which used what is referred to as "a reinforced soil retaining wall" system which uses masonry blocks and geogrid fabric reinforcement . He discussed this possible design option with representatives from Versa-Lock , Allan Block , and Ideal Cahill/Coventry Lane Page 4 Block Inc. At his request, I reviewed their technical information and in particular a computer software design package from Allan Block which utilized design procedures from the National Concrete Masonry Association . This technical information indicates that it is possible to retain soil at a 2 to 1 slope( 1 foot vertical rise in 2 feet horizontally) . The advantage to this kind of system is that it is aesthetically more pleasing than a reinforced concrete wall especially when it is to encompass the entire rear and side yard area . In Appendix B, I have enclosed engineering sketches which provide insight to the contours and retaining wall . Sheet B-1 provides the contours taken from a survey by Scott. Giles and which show the location of the original concrete retaining wall and that of the Allan Block design. Sheets B-2 and B-3 show elevation sections at two locations on the lot, showing the original concrete wall and the proposed Allan Block Wall . Sheet B-4 is from the Allan Block Geogrid System design manual . I believe that this letter covers all the areas of concern that your Office has voiced to the owners , and provides you with information relative to my recent involvement with the framing issues and that of the retaining wall . A site visit was made on 6/29/95 to observe construction of the wall. I met with Mr Cahill's contractor at that time. The construction methods and materials appeared to be in accordance with plans and specifications, as produced by this office; (see"Site Plan, Alan Block Retaining Wall", dated 5/8/95, sheets 1 of 2, and 2 of 2). 2. I have reviewed soils testing reports received from U.T.S. of Stoneham, MA. The materials used meet the required specifications (detailed on the plans). All soil compaction tests eAVeedod the required 95% of ASTM D1557(modifled). We therefore feel the wall has been constructed in accordance with our plans and specifications.
