The Board of Appeals held a regular meeting on Tuesday evening
November 8 , 1994 and continued to December 13 , 1994 upon the
application of the First United Methodist Church requesting a
VARIANCE from the requirements of Section 8. 1, Paragraph 7 of the
Zoning Bylaws. The following members were present and voting:
Mr. Sullivan, Mr. Soule, Mr. Vivenzio, Mr. Pallone, and Mr.
Karpinski. The hearing was advertised in the North Andover
Citizen on October 24 and October 31, 1994 and all abutters were
notified by regular mail .
Upon a motion by R. Vivenzio to grant the variances as appear on
the proposed site plan dated April 21, 1993 by Richard F.
Kaminiski & Associates, Inc. for Paul Minor, AIA. Location: Lot
"A" Peters Street, North Andover, MA, Revision "C" - Parking
Space Reconfiguration Dated: 11-1-94 and Revisin "D" - Parking
Space configuration Dated: 12-10-94 . Variance of 3 feet on 22

Dear Mr. Sullivan:
Thank you for your assistance with respect to the unrecorded plan and parking
variance. The plan and variance were inadvertently not recorded at the Registry of Deeds
by the church in a timely manner as required. As an accommodation to the church,I
understand you have visited the site with the appropriate parties in order to re-date the
documents for the church for recording purposes only.
I further understand that your updating the variance is contingent upon the church
moving the two storage sheds completely off of the pavement. The two sheds are
presently situated on three parking spaces to the right inside the entrance. Please be
advised that both storage sheds will be moved off of the pavement onto a grassy area as
soon as possible.
Once the variance is recorded, a copy of same will be forwarded to you for your
files.
Thank you again for your assistance. If you have a0y questions,please do not
hesitate to call.

The Petitioner(United Methodist Church) inadvertently misplaced the decision
and plans. Therefore,they were not registered in the North Essex Registry of
Deeds, as required,following the North Andover Zoning Board of Appeals
decision, and the twenty(20) day appeal period.
William J. Sullivan, Chairman of the North Andover Zoning Board of Appeals and
Richard K. Kaminski of Kaminski&Associates, Inc.,360 Merrimack Street,
Lawrence, Massachusetts did a site review on December 20, 2001. The plan
dated April 21, 1993 and the decision dated December 22, 1994 were verified
for correctness and accuracy during the December 20, 2001 visit to 57 Peters
Street.

Appeals . In order to conform to the previous decision by the Board ,
we must reconfigure our .parking lots by a combination of re-striping
some sp ces that are axis ing and requesting relief to allow existing

Every application shall be submitted with a list of "Parties of
Interest" which list shall include the petitioner, abutters,

or way, and abutters rs to the abutters within three hundred feet
(3001 ) of the property line of the petitioner as they appear on
the most recent applicable tax list, notwithstanding that the
land of any such owner is located in another city or town, the

Because of existing site limitations , we cannot install parking
striping to conform to the 110 spaces approved by the Board of
Appeals . In order to conform to the previous decision by the Board ,
we must reconfigure our parking lots by a combination of re-striping
some spices that are existing and requesting relief to allow existing

Clerk upon request. Any communication purporting to be an

by the applicant in the manner therein prescribed.
Every application shall be submitted with a list of "Parties of
Interest" which list shall include the petitioner, abutters,
owners of land directly opposite on any public or private street
or way, and abutters to the abutters within, three hundred feet
(3001 ) of the property line of the petitioner as they appear on
the most recent applicable tax list, notwithstanding that the
land of any such owner is located in another city or town, the
