SUBJECT: 59 Summer Street
As part of a building permit application received by the Building Department on July 7,2009,the
Conservation Department inspected the property located at 59 Summer Street and reviewed the
submitted plans. The project proposal is to construct a new single family home (outside of resource
areas jurisdictional to the Conservation Commission) and raze an existing single family home within
Riverfront Area. After consulting with the North Andover Conservation Commission (NACC),I am
writing to inform you that a filing with the NACC will not be required for the razing of the existing
structure provided that the following conditions are met:
• A row of staked hay bales back by trenched siltation fence is installed from the front eastern
corner of the existing barn extending behind the house and along the eastern side of the house
to be razed (see attached sketch).
• Once the house and foundation have been removed and all debris properly disposed of,the
foundation area shall be filled with clean fill and loamed and seeded (per the email from Steve
McCullough of Red Tail Construction dated July 20,2009).
• The applicant shall place wetland markers (available from the Conservation Department for$2
each) marking the edge of the 25-foot No-Disturbance Zone (25-feet upland of the delineated
wetland line). Markers shall be placed every 50 feet. Markers may be placed on trees or pressure
treated posts at the direction of the Conservation Administrator.

Hello Jennifer,
Per discussions below is a proposed sequencing for the 59 Summer Street project in North
Andover, MA.
As shown in the plot plan and as discussed:
The proposal is to remove the small single family dwelling that exists on the site. The
proposed new single family dwellling will be created further away from the wetlands and more
towards the front of the property. The overall effect of this proposal is to improve wetlands
delineations.
Sequencing:
Proposal is to 1st set up errosion control barrier.
2nd step is to carefully demolish and remove the existing single family structure entirely from
site; this existing structure at its closest point sits more than 176' to the nearest wetlands line--
see plot plan for details.
The proposal includes removing the existing single family impermeable foot print and in its
place create an increased permeable area by grading and loaming the area and creating grass
throughout.
We propose to remove the entire single family structure from the site immediately.
Once this segment is completed the proposal is to create a new single story, single family
structure that will sit well outside the wetlands delineations and that will sit well in front of
where the existing structure was. The new structure will sit further away from the
wetlands. The new structures distance at its nearest point to a wetlands line is 221' --see
plots. This proposal improves the wetlands delineations considerably.
I hope you'll agree that the overall proposal is a clear improvement and I hope you can
approve this at your earliest convinience.
