As I stated, KinderCare Learning Centers is in the process of purchasing the ECLC property in N. Andover. KinderCare will operate a daycare facility much like the one on the site at present. Our Operations representative, Ms. Jan Uvanitti is currently making application to the daycare licensing authorities for the State of Massachusetts in an effort to secure the issuance of KinderCare's license to operate at this site. As we discussed,part of that process requires a certificate of occupancy. The sale is contingent upon this license being in place. We are requesting a continuance of the current certificate subject to the statement of KinderCare's intentions to apply for building permits as soon as the sale is final. We will be proposing renovations that are extensive in scope and fully in compliance with all current codes and standards for the City of North Andover and the State of Massachusetts. We are currently dealing with an Architect, licensed in Massachusetts,to secure plans and specifications for said renovations. Theses proposed renovations will be inclusive of but not limited to,the following: • Fire Code Updates 0 Life Safety Code Updates • Egress requirements of current code 0 Massachusetts Day Care requirements • ADA Requirements for Renovation of this size I hope the information herewith is sufficient to expedite the request currently before you, submitted by Ms. Uvanetti. Irene Rochwarg Director ECLC North Andover , MA Re : Revised egress routes Dear Irene , Enclosed are three ( 3 ) copies of sheet A-4 , which shows the revised exits from the Infants, Toddlers I , II and III areas . These are per the suggestions of the Building Inspector , Richard Colontoni . Now, as indicated, each of the concerned areas has two ( 2 ) exits, with one either to the exterior or directly into an exit corridor . However, by code, whenever any thing is changed in renovation work, all items involved must comply with the appropriate codes , which include the Mass Building Code, the Mass Architectural Access Board Code and the Federal ADA requirements . Since doors #2 , #5 and #6 have changes in the swing; technically, the latter two Codes require that the new doors be at least 3 ' -0" wide and that knobs be replaced with lever handles . The modification required could be accomplished by interchanging existing doors so that the proper swing is achieved. This would be the least costly, but could not be done unless Mr . Colontoni would approve this procedure, as I have noted on the plans as the Alternate. If , he agress with this , I would revise the notes on the drawing to agree with his decision. I am sending Mr . Colontoni a copy of sheet A-4 with a copy of this letter, so that he can respond to any questions . Please do not hesitate to call me if you need more assistance. Sincerely, Richard M. Irene Rochwarg Director ECLC North Andover , MA Re : Egress Dear Irene , I called the North Andover Building Department this morning and talked to Building Inspector Richard Colontoni about his concerns . He was very cooperative and wants to help you out as much as possible . He also realized that the sale of the school is taking place , and doesn ' t want to request any corrective measures that may not be applicable to any new plans the new Owner ' s might have . In this regard , he wants to see and review any drawings snowing the proposed renovations , plus the time table for such work. His main concern is the lack of proper egress from the Infants area . To are required, one which must exit directly to an exit corridor . As we discussed , this can be accomplished in two ways , as follows : 1a . Create a 44" wide passageway through the office area from the Infant Area to the Lobby; or , lb . Removal of the door by the Toilet/changing room into Che Bain Corridor . it is now the door to Toddler I ) , plus , 2 . Change the swing on the door from the Infant Area into Toddler I . It should swing into Toddler I , and 3 . Relocate the proposed new exit door from Toddler II to Toddler I , as discussed . This may require the relocation of the AC unit . I will prepare a new pian to show these suggested changes , which -can be presented to Mr . Colontoni with the new plans ( if available ) .
