4,Paragraph 4.121.17 of the Zoning Bylaw for a Family Suite. Said premise affected is property with
frontage on the North side of Old Farm Road within the R-2 zoning district. The legal notices were sent to
all abutters and published in the Eagle Tnlxme on November 29&December 6,2004.
The following members were present: John M Pallone,Ellen P.McIntyre,Joseph D.LaGrasse,Richard J.
Byers,and Albert P.Manzi,III. The following non-voting members were present: Thomas D.Ippolito,
Richard M Vaillancourt,and David R Webster.
Upon a motion by John M Pallone and 20d by Albert P.Manzi,III,the Board voted to GRANT a Special
Permit from Section 4.121.17 of the Zoning Bylaw for a Family Suite per Proposed Site Plan of Land At
60 Old Farm Road,North Andover,Massachusetts,November 18,2004Owner/Applicant:Michael&
Kristi Lane,60 Old Farm Road,North Andover,MA by Robert P.Morris,Registered Professional Land
Surveyor#22159,R,A-M.Engineering, 160 Main Street,Haverhill,Massachusetts 01830;and Proposed

With the following conditions:
1. The Family Suite shall be occupied by William and Frances Lane,only,parents of Michael
Lane,one of the residing owners of the dwelling unit;
2. The Special Permit shall expire at the time that William and Frances Lane cease to occupy
the family suite;
3. The Special Permit shall expire at the time the premises are conveyed to any person,
partnership,trust,corporation or other entity;
4. The applicant by acceptance of the Certificate of Occupancy issued pursuant to the Special
Permit grants the Building Inspector,or his lawN designee,the right to inspect the premises
annually.

1. My particular Special Permit request is for the addition of a single bay garage attached to the existing 2
car garage with a Family Suite on the second floor over all three garage bays. The addition would include
a stairwell upstairs to the suite with a small kitchenette area,a bedroom and a bathroom.The purpose of
the Family suite would be for Michael's parents,William and Frances Lane.
2. This specific site is an appropriate location for this use as the integrity of the house and/or the
neighborhood would not be compromised. There are two existing houses in the neighborhood with
Family Suites attached to the main house.
3. There will be no nuisance or serious hazard to vehicles or pedestrians because the suite would be
occupied and maintained by mature,responsible,upstanding citizens
4. Adequate and appropriate facilities will be provided for the proper operation of the proposed use by
maintaining the property.
5. This use is in harmony with the purpose and intent of the Zoning Bylaw because a Family Suite is
identified as one allowed by special permit for the occupation of parents. The premises may be inspected
annually to insure that the bylaw conformance is being upheld.
