Chagnon Date: 9 October 1986 To: Tracy Peter , North Andover Conservation Commission I inspected the fill area adjacent to the wetland/stream along the cul-de-sac at the end of Evergreen Drive on 19 September 1986 for the purpose of evaluating the extent ( if any) of fill placed in the adjacent wetland and recommending corrective measures . It appears that most of the fill was placed in the upland woods adjacent to the stream and the wetland surrounding the stream. At most , a strip of fill 10 to 15 feet wide along the linear extent of the fill has encorached on the wetland . The extent of the fill within the wetland is difficult to determine bacuase it was dif- ficult to determine where the original wetland edge was located . The fill does not appear to have created any siltation within the remaining wetland . I would not recommend a large-scale removal of the existing fill because of the potential for further damage to the wetland . However , the slope of the fill could be flattened (to 3 or 4 : 1 , if pos- sible) to increase its stability . Work should be conducted from the top of the slope only to avoid damage to the stream/wetland by heavy equipment . A siltation fence must be placed at the toe of the slope prior to the start of work. Following the completion of the regrading the slope should be stabilized by seeding with an appropriate grass mixture and mulching . Ellen M. Chagnon, M.
