I have reviewed the watershed special permit application for 69 South Bradford Street and have the following comments: 1. In order to construct the home as shown on the proposed plan the applicant would need a variance from Section 4.136(c)(iii)(3) of the watershed protection district bylaw which prohibits the construction of any new permanent structure within the non-disturbance zone (100' from the edge of the wetland resource area). See attached copy of the bylaw. 2. The applicant could avoid a watershed protection bylaw variance if the proposed home was constructed within the existing footprint of the home as set forth in Section 4.136(b)(ii)(4). The proposed home could also be expanded by up to twenty-five(25%)percent as long as that expansion did not further encroach upon the non-disturbance zone as set forth in Section 4.136(b)(ii)(6). The applicant would still need a watershed special permit. 3. The lot does not meet the minimum acreage requirements as it contains only one acre. As the owner of this lot also owns the two adjacent lots. It would be appropriate to require a two- acre lot,as this land is located within the Lake Cochichewick Watershed Protection District. The Planning Board will be holding the first public hearing on this application on October 2& and would appreciate an update on the variance request prior to that meeting. Narrative The following drainage analysis is presented to demonstrate treatment of runoff associated with the proposed reconstruction of a single family dwelling off South Bradford Street, in North Andover, Ma. The proposed site conditions are analyzed to determine peak rate and volumes of runoff associated with the 1 00ear 24 hour ur storm. The analysis is performed using "Hydrocad", a computer program for generating peak rates of runoff and hydrographs, based on the TR-55 and TR-20 methods developed by the United States Soil Conservation Service. A drywell system is then designed and sized to treat and infiltrate the runoff associated with the proposed site development. The method of runoff mitigation proposed is based on the BMP's (i.e. Best Management Practices) developed and recommended by the Massachusetts Department of Environmental Protection. It is proposed to redevelop the site with a single family residential dwelling and associated driveway. The. dwelling will be located on the upland along the eastern property line, and serviced by municipal water and sewer. The runoff and volume is proposed to be treated and infiltrated by the installation of a shallow drywells which will capture runoff from the impervious roof surfaces and allow it to infiltrate into the ground. This method will provide both mitigation and treatment of runoff. Runoff from the proposed site is calculated as 0.4 cfs for the 100 year, 24 hour storm. The volume associated with this event is 0.03 acre-feet. In conclusion, the proposed redevelopment of the site will not will not cause a significant degradation of the quality or quantity of water in or entering Lake Cochichewick. The on-site drywell system will serve to infiltrate the runoff generated from the roof surafces as well as provide treatment. In order to construct the home as shown on the proposed plan the applicant would need a variance from Section 4.136(c)(iii)(3) of the watershed protection district bylaw which prohibits the construction of any new permanent structure within the non-disturbance zone (100' from the edge of the wetland resource area). See attached copy of the bylaw. 2. The applicant could avoid a watershed protection bylaw variance if the proposed home was constructed within the existing footprint of the home as set faith in Section 4.136(b)(ii)(4). The proposed home could also be expanded by up to twenty-five(25%)percent as long as that expansion did not farther encroach upon the non-disturbance zone as set forth in Section 4.136(b)(ii)(6). The applicant would still need a watershed special permit. 3. The lot does not meet the minimum acreage requirements as it contains only one acre. September 1998 JOSEPH T SERWA?KA 9V.tt f Zi981d - �� Nggative The following drainage analysis is presented to demonstrate treatment of runoff associated with the proposed reconstruction of a single family dwelling off South Bradford Street, in North Andover, Ma. The proposed site conditions are analyzed to determinep eak rate and volumes of runoff associated with the 100 year, 24 hour storm. The analysis is performed using "Hydrocad", a computer program for generating peak rates of runoff and hydrographs, based on the TR-55 and TR-20 methods developed by the United States Soil Conservation Service. A drywell system is then designed and sized to treat and infiltrate the runoff associated with the proposed site development. The method of runoff mitigation proposed is based on the BMP's (i,e. Best Management Practices) developed and recommended by the Massachusetts Department of Environmental Protection. It is proposed to redevelop the site with a single family residential dwelling and associated driveway. The dwelling will be located on the upland along the eastern property line, and serviced by municipal water and sewer. The runoff and volume is proposed to be treated and infiltrated by the installation of a shallow drywells which will capture runoff from the impervious roof surfaces and allow it to infiltrate into the ground. This method will provide both mitigation and treatment of runoff. Runoff from the proposed site is calculated as 0.4 cfs for the 100 year, 24 hour storm. The volume associated with this event is 0.03 acre-feet. In conclusion, the proposed redevelopment of the site will not will not cause a significant degradation of the quality or quantity of water in or entering Lake Cochichewick. The on-site drywell system will serve to infiltrate the runoff generated from the roof surafces as well as provide treatment.
