(508) 686-3812 FIRE CHIEF' S REPORT INCIDENT 70 MARBLEHEAD ST. DATE OF INCIDENT : 7/18/92 CHEMICAL INVOLVED s TITANIUM TETRACHLORIDE Oil 8nturdny morning July 10 , Elie Fire Chief was paged by fire dispatch. The Chief was in his private vehicle South on Rte 495 near the Rte 110 exit . Using the mobile telephone in that vehicle he called fire dispatch and was notified that Engine 1 was at 70 Marblehead St . where there was an apparent hazardous chemical found . Lt . Tom Casale was on duty in Engine 1 and on scene with Firefighter Bradley and Firefighter Driscoll . The Chief responded to the scene and met firefighter Bradley and a service man from Bay State Gas who had notified the department of the incident . The service man had entered the basement of 70 Marblehead St . rear and found a vapor cloud in the cellar . The source of the vapor appeared to be from a container which was "bubbling" . Please note that the building mentioned is the main structure on Marblehead St . Lt . Casale and Firefighter Bradley in full protective gear and Self Contained Breathing Apparatus (S. C. B. A. ) had removed the container to the outside. Mrs . EsLer Crawford - 68 Marblehead St . ( 683-0921 ) , the owner of the building, was present . Mrs . Crawford did not feel there was a problem and wanted to move the container to her property at 68 Marblehead St . The Fire Chief would not allow this . The Chemical involved is listed in the D .O. T. guidebook as # 39 . The Chief after review of the guidebook asked that a member of the Board of Health respond to the scene. Dr. Rizza did respond. The Chief advised the gas company service man to be seen at the hospital . This man called his supervisor, who came to the scene, and directed the man to go to the Lawrence General Hospital . The Fire Department called the hospital to be ready for this individual who was going in a gas company van. The Chief asked for a police officer to the scene and Officer Jack McEvoy responded. Those at the scene were having difficulty expressing to Mrs . Crawford, the need to take safety measures with the chemical . The Chief called Laidlaw Service Chemical to see if it was possible to have them containerize the chemical . Upon arrival the Chief briefly appraised them responding people of the situation. They verified the need for safety in dealing with this chemical . The Chief then left the scene with Lt . "SMOKE DETECTORS SAVE LIVES" Casale in charge . They properly packaged the chemical for transport . The chemical was then taken to the basement of the North Andover Fire Department for temporary storage. Lt . Casale notified the Chief when the container was at the station. On Monday 7/20 the Chief spoke to Mr. Bruce Crawford - 154 Johnson St . ( 682-9526) , the son of Mrs . Ester Crawford. The Chief stated that the container would be properly disposed of and that the cost would be passed back to his mother . The Chief received cooperation from Mr. Crawford and he stated he would relate the information to his mother . Costs for disposal are the responsibility of the responsible party under M.G .L. Chapter 21E . Officer McEvoy was there to verify that Mrs . Crawford was the responsible party. The substance was only temporarily stored at the Fire Station to assure public safety and proper handling. The Chief contacted Ms . Karen Clark at Laidlaw, after speaking with Mr. Crawford, and arranged for the proper disposal of the material . Materials attached to report 1 . Copy of Fire log for 7/18 2 .
