Re: 75 Duncan Drive North Andover, MA — LOMA-F
Attached is a form MT -1 application for a LOMA-F for 75 Duncan Drive North
Andover, MA. I have met with the Jennifer Hughes, conservation Administrator, for the
Town of North Andover. Jennifer is responsible for floodplain management for the
town. In researching the files for 75 Duncan Drive we have found the following
information:
• The locus parcel has fill material under DEQE Wetlands File #242-68 and DEP
File #242-150.
• DEQE File 242-68, issued in 1980, permitted the roadway and drainage
construction for Duncan Drive
• The Order of Conditions issued in 1982 under DEP File #242-150 permitted the
construction of the proposed house and septic system with proposed grading.
• MS Hughes has informed me that there is a new Flood Insurance Rate Map
approved January 3, 2012. As of January 23, 2012 the online reference at
FEMA's website was still the 1993 FIRM. The 2012 FIRM shows the same
special flood hazard area and is still labeled as zone A. With no Base Flood
Elevation (BFE) I have checked no under "Has fill been placed on your property
to raise ground that was previously below the BFE" as asked in the Property
Information Form even though we know fill has been placed around the existing
building and septic system.
