To find a certified laboratory in your state, you can contact: Page 2 of 4 o A State Certification Officer to get a list of certified water testing labs in your state (epa.gov/safewater/privatewells/labs.html), or o Your local health department may also test private well water for free. Phone numbers for your local, county, or state health department are available under the "health" or "government" listings in your phone http://www.epa.gov/safewater/privatewells/faq.html 9/20/2005 EPA > Water > Safewater > Private Drinking Water Wells > Frequent Questions Page 3 of 4 book. Most laboratories mail back the sample results within a week or two. If a contaminant is detected, the results will include the concentration found and an indication of whether this level exceeds a drinking water health standard. o See the List of Drinking Water Contaminants and their Maximum Contaminant Levels (MCL) page for information on Drinking Water Contaminants. If a standard is exceeded in your sample, retest the water supply immediately and contact your public health department for assistance. Some problems can be handled quickly. For example, high bacteria concentrations can sometimes be controlled by disinfecting a well. Filters or other on-site treatment processes may also remove some contaminants. Other problems may require a new source of water, or a new, deeper well. If serious problems persist, you may need to rely on bottled water until a new water source can be obtained. You should test private water supplies annually for nitrates, coliform bacteria, total dissolved solids, and pH levels to detect contamination problems early. Test more frequently if a problem was found in earlier tests. Flood Water - From the Center for Disease Control EX17'di%cWmrrY How can I protect my private water supply? Protect your water supply by carefully managing activities near the water source. For households using a domestic well, this includes keeping contaminants away from sinkholes and the well itself. Keep hazardous chemicals out of septic systems. o Periodically inspect exposed parts of the well for problems such as: ■ cracked, corroded, or damaged well casing http://www.epa.gov/safewater/privatewells/faq.html 9/20/2005 EPA > Water > Safewater > Private Drinking Water Wells > Frequent Questions Page 4 of 4 ■ broken or missing well cap ■ settling and cracking of surface seals. o Slope the area around the well to drain surface runoff away from the well. o Install a well cap or sanitary seal to prevent unauthorized use of, or entry into, the well. o Have the well tested once a year for coliform bacteria, nitrates, and other constituents of concern. o Keep accurate records of any well maintenance, such as disinfection or sediment removal, that may require the use of chemicals in the well. o Hire a certified well driller for any new well construction, modification, or abandonment and closure. o Avoid mixing or using pesticides, fertilizers, herbicides, degreasers, fuels, and other pollutants near the well. o Do not dispose of wastes in dry wells or in abandoned wells. o Do not cut off the well casing below the land surface. o Pump and inspect septic systems as often as recommended by your local health department. o Never dispose of harsh chemicals, solvents, petroleum products, or pesticides in a septic system or dry well. NGI specializes in water supply and environmental services. NGI was formed in 2002 by Jay Billings and Joel Frisch in response to the perceived need ft common sense approach to environmental science and engineering consulting services. NGI strives to seek innovative, cost effective solutions to complex regulatory challenges facing municipalities and the private sector. This common sense approz to problem solving relies on sound science and engineering coupled with knowledg of applicable regulations, and an understanding of the scientific principals on whict the regulations are based. Using this approach, the founders of NGI have a proven track record of success in providing solutions to regulatory challenges faced by wa suppliers, towns, engineers, and project proponents. NGI's staff includes geologists, hydrogeologists, environmental scientists and engineering professionals with over 20 years of experience working in the field of environmental consulting. The most important attributes NGI possesses are the sa attributes that define good scientists worldwide, the ability to practice unbiased objective science and to explain these principals to stakeholders working in charge political environments. NGI specializes in identifying, developing, permitting and protecting water resourc for public water suppliers, while ensuring efficient utilization of existing water sources. As water suppliers face increasing water demand and increasing difficulty permitting new sources, NGI is working to sustain viability for our clients through demand management and source development. Typical projects in the water resources field include new source identification and development, existing resource optimization and conservation and resource mappi and protection. NGI also works with communities and project proponents to develc quantitative estimates of development impacts to water resources, and to implemf resource protection through use of best management practices (BMPs). In additior NGI provides technical training services to consulting and engineering firms, public agencies and water suppliers. The mission of NGI is to promote public understanding of water resource issues, ai to assist in development, utilization and protection of water resources through a scientifically based approach. To achieve these goals, NGI uses state of the art electronic data collection and analysis techniques. Having developed a network of http://www.northeastgeoscience.com/about.html 9/20/2005 Northeast Geoscience Inc Page 2 of 2 colleagues and contractors providing data collection and analysis services, the teal NGI brings to a project is impressive, and compliments our in house capabilities. © 2002-2005 Northeast Geoscience Inc I Contact http://www.northeastgeoscience.com/about.html 9/20/2005 Blasting Complaints Page 1 of 19 Blasting -Related Citizen Complaints Kentucky, West Virginia, Virginia a. On violation was written during the study period on this issue. Scientific studies have determined that there is an extremely low probability of causing dama€ Page 9 to a domestic water well by blasting activities associated with mining, quarrying or road construction. When a water well is damaged by mining activity, quarrying or road constructic it is almost always caused by an interruption of the aquifer --either by draining the aquifer, or cutting off the recharge to the aquifer as a result of the mining excavation. Problems with the quality of well water are almost always the result of an increase in dissolved solids at the well from groundwater percolating through the rubble zone of the backfill area http://64.23 3.161.104/search?q=cache:U4TE8CBDCuUJ:www.epa.gov/region3/mtntop/pd... 9/20/2005 DelleChiaie, Pamela From: Sawyer, Susan Sent: Thursday, September 15, 2005 12:02 PM To: DelleChiaie, Pamela Subject: RE: 78 Spring Hill Road - Damaged Well from Blasting I believe I spoke with him. Unless there were 2 calls. I was not asked to call the person back I spoke with. I recall that he asked what should he do. He said the blasting hadn't taken place yet. I recommended that just as the blasting company films the basements to make sure the pre and post conditions are documented, I suggested he have his well tested pre and post blasting. I told him that this was an interesting concern that I was not educated in. Would blasting affect the acquifer hundreds of feet below the surface. I said I might try to locate info, but I do not think I promised to take any action. I did tell him that any work done on the well, we would oversee and a permit would be needed. I may have taken his number, but I never located any information, so I did not have any need to contact him. Can't comment on liability. Who is to say who you can sue. There has never been any past issue of a well being damaged by blasting in NA. How could you even prove it, I don't know. He can sue the driller I guess. I am not planning on taking any action because there is nothing to take action on. That is how I see it. Thanks -----Original Message ----- From: DelleChiaie, Pamela Sent: Thursday, September 15, 2005 9:37 AM To: Sawyer, Susan Subject: 78 Spring Hill Road - Damaged Well from Blasting Hi Susan, Joe Gangi, a resident of above called yesterday and said that blasting from a nearby building project (Molly Town Road) caused his well to be damaged. He was very agitated. Mr. Gangi stated he spoke with someone last week about this, and had not heard anything, when I tried to ask him who he spoke with, he hung up before I could get his phone number. Unfortunately, his number is not listed, so I am not sure how to get in touch with him, other than a letter. Can we provide him with any help, or does he need to just contract with a well company? I wasn't sure, as it would be affecting access to his drinking supply water. Also, would the Town be liable in any way if we issued a building permit, to the parties who are blasting? I will keep the file out for this address until I hear from you what we should do.
