Field report: Stacy Drive

In mid January Mrs. Houle contacted the building dept. about a problem with cross
meter wiring at the condo complex on Stacy Drive built in the mid 1980s.
immediately contacted Mr. Mc Gravey the condo complex board president, he
told me that he was aware of the problem of cross wiring he stated the association
reimbursed the tenants for the cross wiring over the years. He assured me that
they were working with an electrical contractor and National Grid to repair the
problem. He also referred -me to Mike Hamilton of Great Northern Property
Management Company, Mr. Hamilton also said he was aware of the problem and
was working with the condo association to correct the situation.
The weather has been a large factor in the progress of this repair.
The repair would be to add an additional common area bypass meter
enclosure and main breaker assembly to remove the parking lot and post lighting
now on the tenants units electrical metering through- out the condo complex.
Note: six units; 3-4-5 family dwelling units
On the February 22, 2011 an electrical contractor representing Stacy drive condo
complex came to the Building Department to acquire an electrical permit to work
the electrical systems (six units involved)
At that point the contractor was unable to order any listed parts due to the age of
the existing installed equipment and was unclear what would be allowed for a
repair due to the large cost of new equipment ... EST cost of parts .... $2,500-
$3,000
2,500-$3,000 for each unit. He asked for a job site meeting later in the day and told him
not to make out the permit until it was decided what had to be done -at the

Job Site Findings
(1) The existing meter service equipment must be replaced with new service
equipment due to the age, rusted internal components and lack of listed new
parts. The existing service equipment will not support installing additional
metering devices.
(2) Underground service feeder piping —excessive rusting @ ground level, replace
with PVC and expansion fittings.
Due to the scope of the fob which requires existing underground conduits
replacement, job startup will not be until good spring weather arrives.
This is not an emergency situation or life safety issue
HL his time, the condo association is trying to resolve this situation, ASAP.
Mrs. Houle is clearly frustrated with the situation and has stated during a 25
minute phone conversation on 2-28-11, that the town of North Andover was doing
more for the condo association than for herself.
The accusations made by Mrs. Houle are unjustified and uncalled for.

230.71 shall be grouped. Each disconnect shall be marked
to indicate the load served.
Exception: One of the two to six service disconnecting
means permitted in 230.71, where used only for a water
pump also intended to provide fire protection, shall be per-
mitted to be located remote from the other disconnecting
