The North Andover Planning Board held a public hearing on July
19, 1994, in the Senior Center behind the Town Building, upon the
application of Watts Industries, requesting Site Plan approval
under Section 8.3 of the North Andover Zoning Bylaw. The legal
notice was duly advertised in the North Andover Citizen and all
parties of interest were properly notified. The following members
were present: Richard Nardella, Chairman, Joseph Mahoney Vice
Chairman; Richard Rowen, Clerk, John Simons and Alison Lescarbeau,
Associate Member.
The petitioner was requesting Site Plan approval for the
construction of a 15,000 sq.ft., two story addition to.an existing
building located at 815 Chestnut Street.
Mr. Rowen read the legal notice to open the public hearing.
Mr. Joseph LaGrasse passed out revised plan to the Board.
- 40,000 sq.ft. existing building
- 3.8 acre parcel purchased adjacent to site off of
Flagship Drive
- proposed 15,000 sq.ft. addition on the Route 114 side
- executive offices of Watts exist now on site
- moving out engineering, purchasing and sales into the new
building
- will access site from Flagship Drive, eliminate traffic
problem on Chestnut Street and Route 114
- separate entrance off Flagship Drive with loading dock,
moving existing loading area and replacing it with grassy
area with area for employees to eat outside
Mr. Rowen asked if additional parking spaces were adequate for
the new construction.

Mr. LaGrasse submitted drainage calculations, landscape plan
and location of outdoor lighting.
Major sign on Route 114 currently, but because main entrance
for sales will be off of Flagship Drive, will have an additional
sign.
The building will have white metal siding with glass panels,
same material as existing building.
Ms. Colwell to check that two signs are allowed by sign bylaw.
Mr. Nardella concerned about people cutting through parking
lot to Route 114 given fact that traffic light will be put in at
the corner of Flagship Drive and Route 114.
Mr. LaGrasse told the Board that a 25' wide driveway is
provided. Steep slope between Flagship Drive and Chestnut Street
parking lots.
Mr. Nardella asked Mr. LaGrasse to add size of building on
building outline on sheet C-2.
Mr. Nardella asked if existing lights were downcast. Mr.
LaGrasse told him yes, they were typical shoebox light fixtures.
Mr. Nardella stated that the Planning Board was concerned
previously about lights shinning from the parking lot into homes.
Existing tree line found to be adequate to shield homes from car
headlights.
Mr. Simons arrived at 8:20 p.m.
Mr. Nardella asked that the language on plan be change to
reference 1 1/2 story building.
Mr. Rowen asked Mr. LaGrasse to revise elevation to show how
addition fits onto existing building, show roof line of existing
building.
Mr. Simons asked if there was a model for this site. If so it
would be helpful to see it. Mr. LaGrasse said there was a model of
the site and he would being it to the next meeting.
Mr. Nardella scheduled a site visit for next Tuesday, July 26,
1994 at 6:30.
On a motion by Mr. Rowen, seconded by Mr. Mahoney, the Board
voted to continue the public hearing to August 2, 1994 and asked
that revised plans be ready.
Ms. Colwell to review landscape plan for compliance with
zoning.

Mr. Nardella suggested that landscape plan be colored in to
aid in review by Planning Board.
Ms. Kelner lives across from Watts expressed the following
concerns:
concern about traffic coming out onto Chestnut Street
concern about trucks entering site at 1:30 a.m.
concern about lighting - light shine into her house now
Mr. LaGrasse stated that trucks will be accessing site through
Flagship Drive, employees only will park on Chestnut Street side,
therefore traffic will be reduced on Chestnut Street.
Mr. Nardella had a discussion of directing traffic out through
to Flagship Drive with signage.
On August 2, 1994 the Planning Board held a regular meeting.
The following members were present: Richard Nardella, Chairman,
Joseph Mahoney Vice Chairman, Richard Rowen Clerk, John Daghlian
and Alison Lescarbeau, Associate Member.
The following members attended the site visit at Watts
Regulator, Mr. Mahoney, Ms. Lescarbeau, and Mr. Daghlian.
The members concurred that it was an appropriate site for the
addition.
Mr. Joseph LaGrasse gave the Board a hand out on the proposed
addition.
Highlights of the presentation:
1. Existing building gross area is approximately 40,800
sq. ft., proposed addition is approximately 15,200 sq. ft.
for a total of 56,000 sq.ft.
2. Based on use, Watts Industries will require 133 parking
spaces for office and executive employees, 16 spaces for
storage, maintenance, receiving production and shop
areas. Minimum required under zoning is 149 spaces,
proposed plans shows 194.
3. proposed sign will be similar to existing sign on Route
114
4. lighting will be similar to the existing, supplying 5 new
street poles and fixtures, 5 new building mounted
fixtures and 4 new sidewalk fixtures
5. proposed building floor elevation to coincide with
existing lower floor elevation - driveway slope slightly
less than 6%
6. landscaping will compliment existing trees and shrubs
7. drainage system planned is combined with the existing
drainage system.
8. loop road design on Chestnut Street side (parking lot)
used by corporate headquarters - Flagship Drive side will
be used by employees
A model was shown to the Board.
[Note:] KBC - Check previous decisions regarding lighting
requirements and when the lights are turned off.
Condition track traffic to access egress by means of Flagship
Drive only.

On a motion by Mr. Mahoney, seconded by Mr. Daghlian, the
Board voted to close the public hearing and directed staff to draft
decision for the August 16, 1994 meeting.
[NOTE:] Review curbing along access road.
On August 16, 1994 the Planning Board held a regular meeting.
The following members were present: Richard Nardella, Chairman,
Joseph Mahoney, Vice Chairman, Richard Rowen, Clerk, John Simons.
and Alison Lescarbeau, Associate Member.
A bond.to be set at $15,000.
On a motion by Ms. Lescarbeau, seconded by Mr. Simons, the
Board voted to approve the Site Plan for Watts Regulator. The
Chairman also voted.
Attached are those conditions.

815 Chestnut Street - Watts Industries
Site Plan Review - Special Permit
The Planning Board herein approves the Special Permit/Site Plan
Review for the construction of a 15,000 square foot addition to
the existing 40,000 square foot Watts Industries Building in an
I-1 Zoning District. This Special Permit was requested by Watts
Industries, 815 Chestnut Street, North Andover, MA 01845 on June
27, 1994. The Planning Board makes the following findings as
required by the Zoning Bylaw Section 8.3 and 10.3:
FINDINGS OF FACT:
1. The specific site is an appropriate location for the project
as it is an addition to the existing building;
2. The use, as developed, will not adversely affect the
neighborhood as the site is currently developed as an
Industrial Park;
3. There will be no nuisance or serious hazard to vehicles or
pedestrians as long as truck traffic access is limited to
Flagship Drive;
4. The landscaping plan approved as a part of this plan meets
the requirements of Section 8.4 of the Zoning Bylaw;
5. The site drainage system is designed in accordance with the
Town Bylaw requirements;
6. The applicant has met the requirements of the Town for Site
Plan Review as stated in Section 8.3 of the Zoning Bylaw;
7. Adequate and appropriate facilities will be provided for the
proper operation of the proposed use.
Finally, the Planning Board finds that this project generally
complies with the Town of North Andover Zoning Bylaw requirements
as listed in Section 8.35 but requires conditions in order to be
fully in compliance. The Planning Board hereby grants an
approval to the applicant provided the following conditions are
met:
SPECIAL CONDITIONS:
1. Prior to the endorsement of the plans by the Planning Board,
the applicant shall adhere to the following:
a. A full set of final plans must be submitted to the Town
Planner for review no later than November 30, 1994.

b. A bond in the amount of fifteen thousand dollars
($15,000) shall be posted for the purpose of insuring
that a final as -built plan showing the location of all
on-site utilities, structures, curb cuts, parking
spaces and drainage facilities is submitted. The bond
is also in place to insure that the site is constructed
in accordance with the approved plan. This bond shall
be in the form of a check made out to the Town of North
Andover. This check will then be deposited into an
interest bearing escrow account.
C. A construction schedule shall be submitted to the
Planning Staff.
Prior to FORM U verification (Building Permit Issuance):
a. The applicant shall place erosion control measures on
the site as directed by the Town Planner.
b. This decision shall be recorded at the Essex North
Registry of Deeds and a recorded copy delivered to the
Planning Staff.
Prior to verification of the Certificate of Occupancy:
a. The building must be constructed as presented to the
Planning Board and as shown on the following plans:

C. The site shall be reviewed by the Planning Staff. Any
screening as may be reasonably required by the Planning
Staff and/or Tree Warden will be added at the
applicant's expense.
d. A final as -built plan showing the location of all on-
site utilities, structures, curb cuts, parking spaces
and drainage facilities must be submitted to and
approved by the Division of Public Works.
e. All artificial lighting used to illuminate the site
shall be approved by the Planning Staff. All lighting
shall have underground wiring and shall be so arranged
that all direct rays from such lighting falls entirely
within the site and shall be shielded or recessed so as
not to shine upon abutting properties or streets. The
site shall be reviewed by the Planning Staff. Any
changes to the approved lighting plan as may be
reasonably required by the Planning Staff shall be
made at the owner's expense.
f. All buildings shall have commercial fire sprinklers
installed in accordance with the North Andover Fire
Department.
g. The site must have received all necessary permits and
approvals from the North Andover Board of Health and
the Conservation Commission.
h. The site will be reviewed by the Planning Board or
Staff. Any screening as may be reasonably required by
the Planning Board shall be added at the applicant's
expense.
Prior to the final release of security:
a. An as -built plan conforming to Condition 1(b) must be
submitted for review to the Planning Office and
Division of Public Works. The site must be constructed
according to the approved plans. This will be
determined by a majority vote of the Planning Board.
b. The Planning Board will review the site. Any
additional landscaping as may reasonably be required by
the Board must be added at the applicant's expense.

5. The parking lot lights must be turned off by 10:00 pm.
a. Security lights will be left on; staff will coordinate
with the Police Department as to specifications. All
lighting must be approved by the Building Inspector.
6. Deliveries shall not occur after 10:00 pm.
7. Truck traffic shall access the site from Flagship Drive
only. This condition will minimize the traffic on Chestnut
Street and subsequently exiting onto Route 114.
8. Any plants, trees or shrubs that have been incorporated
into the Landscape Plan approved in this decision that die
within one year from the date of planting shall be
replaced by the owner.
9. The contractor shall contact Dig Safe at least 72 hours
prior to commencing any excavation.
10. Gas, Telephone, Cable and Electric utilities shall be
installed as specified by the respective utility companies.
11. All catch basins shall be protected and maintained with hay
bales to prevent siltation into the drain lines during
construction.
12. No open burning shall be done except as is permitted during
burning season under the Fire Department regulations.
13. No underground fuel storage shall be installed except as may
be allowed by Town Regulations.
14. All signs within the project shall be of wood with uniform
lettering and design. The signs shall in no way be
interior illuminated (neon or other means). All signs
designed for this project must be reviewed and coordinated
between the Building Inspector and the Town Planner for
approval.
15. No mechanical devices (ie: HVAC., vents, etc...) which may be
visible from any surrounding roadways shall be placed on the
roof.
16. The provisions of this conditional approval shall apply to
and be binding upon the applicant, its employees and all
successors and assigns in interest or control.
17. Any action by a Town Board, Commission, or Department which
requires changes in the plan or design of the building as
presented to the Planning Board, may be subject to
modification by the Planning Board.

18. Any revisions to a development that has secured site plan
approval shall be submitted to the Town Planner for review.
If these revisions are deemed substantial, the applicant
must submit revised plans to the Planning Board for
approval.
19. This Special Permit approval shall be deemed to have lapsed
after August 19, 1996 (two years from the date permit
granted) unless substantial use or construction has
commenced. Substantial use or construction will be
determined by a majority vote of the Planning Board.

3. Prior to the issuance of a building permit the applicant'

Health.
12. Prior to a Certificate of Occupancy being issued for the
structure, the site shall be reviewed by the Planning
Board or its staff. Any screening as may be reasonably
required by the Planning Board shall be added at the owners
expense.
13. The four main lights in the rear parking lot, numbered one
through four on the approved site plan, shall continue to be
turned off after 10:00 pm every evening. A note to this
effect shall be placed upon the final plans. In addition,
the existing lighting on the building shall be modified to
illuminate in a downcast manner with recessed bulbs.
14. Deliveries shall not occur after 10:OOPM weekly.
15. Prior to Occupancy an additional 20 Red Pines (Pinus
Resinosa) shall be planted off center of the existing Pine
