Gentlemen: April 6, 1970 Acting upon your request, I have inspected the gravel pit owned by Mr. Watson located off Salem Street. The operation of the pit is proceeding within the regula- tions set by your Board as far as I can determine from the plan sub- mitted and by visual inspection of the area. The area of the pit that abuts the missile access road meets the Board's requirements in that the excavated area is more than 75 feet from Boston Brook and the majority of the slopes have been shaped al- though they have not as yet been covered with loam. The operator of the pit has now started to excavate in the extreme rear of the property. He plans to excavate and form a pond that will combine with the pond existing in the front area to form one area of water. This water will be much farther from Boston Brook than the 75 feet required. As the area is being excavated, side slopes will be shaped and loamed so that when the missile site road is reached the entire area will be completed in conformance with your Board's regula- tions. APRIL M February 18, 1970 The Board of Appeals Town Building Worth Andover, Massachusetts Gentlemen: In a recent meeting we had with the Middleton Conservation Commission they voiced concern about the Watson Gravel Pit operation along Boston Brook. The Department of Natural Resources has also placed a cease order on any further changes of Boston Brook as part of the operation. The DNR concern stems from Hatch Act problems and Middleton is concerned because they are about to start a recreation development along the brook just south of the town boundary. Thus the final appearance of Watson's operation has a bearing on the visual aspect of their recreation area and on the water quality if Watson leaves the area open for erosion. We are not sure at this time what plans are being followed in this gravel removal. We would like to suggest a review and field examination of the site before the permit is renewed for another year.
