Report of Fire Chief
Incident 88 Main St.

On Monday evening December 12, 1988 the Fire Chief received
a phone call at his residence,from fire dispatcher Brian
Kingsley stating that a Mr. Gary Robinson of Bay State Gas
had called and reported a serious situation at 88 Main St.
with propane gas.
Dispatcher Kingsley stated that Mr. Robinson wanted the
Fire Chief to call him at 683-3525.
The Fire Chief did call Mr. Robinson and was.informed that
while he, Mr. Robinson, was on a service call from Bay State
Gas at 88 Main St. he noticed that there were two twenty
pound propane tanks on the second floor rear hall of the
dwelling being used to fuel a wall mounted space heater.
Mr. Robinson informed the Fire Chief that he had been
persuasive enough to convince.the'resident to shut of the
fuel supply.
After the conversation the Fire Chief went to the scene.
The Fire Chief notified fire headquarters to dispatch Engine
one, a police cruiser and the plumbing inspector to the
scene.
Lt. Ken Long on Engine 1 was instructed by the Chief to
bring the camera.
On arrival the Chief was met by Officers Zarhico and
Patnaud of the North Andover Police Department and Engine 1.
These individuals entered the building through the rear hall
of 88 Main and went to the second floor. At the second floor
landing a twenty pound propane tank was seen by all and
this tank was connected by means of a rubber tube passing
through the partition to a wall heater in the kitchen area
of the second floor apartment.
The fire chief met a gentleman whose name is, Clifford
Frederickson. This gentleman is the owner of the property.
Mr. Frederickson explained to the Fire Chief that he was
in the process of removing the tank.

The Fire Chief informed Mr. Frederickson that the tank
must be removed and that the persons present would insure
that the tank was removed from the building and taken
to a safe location outside the building.
Lt. Ken Long of Engine 1 performed this task of supervision.
The Fire Chief then made a survey of the building with
Lt. Long and the Fire Chief ,now notes the following conditions
found on that brief survey.
1. The Building presents several'safoty problems with regard
to fire safety.
A. Plaster is missing under stairwells which would allow
the spread of fire if one should occur.
B. There is a large accumulation of debris in the cellar 10
area.
C. The Fire Chief did not,see smoke detectors present
in any area as required:by state law.
D. There was a large pile of wood and wood shavings at
the rear of the building in close proximity to the
building.
2. The Building inspector will be notified of the situation
and receive a copy of this; report. In addition there
is some type of structure which. has been built between_
the two units at the rear at the coping line of the roofs.
3. The plumbing inspector -will also receive a copy of this
report so that he may be informed of the installation of
the propane heater which was found that evening.
The North Andover Fire Dept. dispatcher will update its
inspectors list on 12/13/88 to insure that all the apporpriate
inspectors are contained thereon.
The Fire Chief will make note that the prompt reporting of
this situation by the Bay State'Gas personnel was paramount
in preventing any serious incident at this location.
