The Board of Appeals held a public hearing on Tuesday evening,
May 13, 1986 on your application.. The hearing was advertised in
the North Andover Citizen on March 20 and March 27, 1986 and all
abutters were notified by regular mail. ,The following members
were present and voting: Frank Serio, Jr., Chairman,,Alfred
Frizelle, Vice-chairman, Augustine Nickerson, Clerk, Walter Soule
William Sullivan..
Per your request to withdraw without prejudice your application
for a special permit for Section 4.122, Paragraph 14(a) of the
Zoning Bylaws, motion was made by Mr. Frizelle and seconded by
Mr. Sullivan to GRANT this request for withdrawel without pre-
judice, vote was unanimous. This will give you more time to change

Every application for action by the Board shall be made on a form
approved by the Board. -Thete-forms .shall be furnished by the clerk
upon request. Any communication purporting to be an application
shall be treated as mere notice of intention to seek relief until
such time as it is made on the official application form. All in-

DESCRIPTION
The dwelling is a two and one-half story wood frame structure with
single story addition in the rear; all with clapboard siding and asphalt
shingle roof. There are some aluminum combination storm windows. There
is a MacAdam drive which leads to a detached two car brick frame garage.
The grounds are modestly landscaped.
The subject is located on Elm Street, North Andover in a residential
neighborhood with properties of similar age and style. It is located
less than a mile south of the center of Town. While in a residential
neighborhood, the subject does border on both an industrial and
business zone.
The lot is rectangular in shape. There is 80 feet of frontage
along Elm Street. The 'side bounds measure to a depth of 160 feet.
The lot is fairly level to road grade.
The subject contains four dwelling units with the following
composition:
Unit 1 three rooms
Unit 2 four rooms
Unit 3 six rooms
Unit 4 three rooms
All of the Units are generally similar in design with the exception
of the number of rooms. Each kitchen contains a single tub stainless
steel sink, formica counter top, gas range, cupboards and cabinets,

condition. The flooring is linoleum. Some of the walls are covered
with a Marlite panel. General features of the units are lath and
plaster walls, panelled walls, suspended celotex ceilings, hardwood
floor, linoleum covered floors. .In general all of the units are
fairly modern and in good condition.
The basement is comprised of a fieldstone and mortar foundation
with concrete floor and open stud ceiling.
UTILITIES
There are separate heating plants for each unit. The heating
systems are gas hot air, gas hot waiver, and two steam by oil. There
are individual gas meters, two 275 gallon oil tanks and four individual
domestic hot water heaters. The plumbing is a mix of copper and lead.
There are four 100 amp electrical systems with a 400 amp main shut off.
The wiring is a mix of BX and Romex cable. The Town provides both
water and sewerage.
