Dear Sir:
The request of Robert L. Shea and James M. Murphy fora variation of Sections -
4.04 and 4.11 of the Zoning By -Law to permit the remodelling of an existing
structure now housing two family units to accomodate four families on the west
side of Elm Street apnrox. 100 feet from the corner of Water Street and mown
as 94-96 Elm Street, as advertised in the Eagle Tribune on July 26 and
August 2, 1969, was considered at the session of the North Andover Board of
Appeals at their meeting in the Town Building on Monday, August 11, 1969. All
abutters were duly notified by certified mail. The Board members present and,
voting were Arthur R. Drummond, Chairman; Daniel T. O'Leary, Secretary; Donald J.,
Scott, J. Philip Arsenault, Esq. and Donald J. Leonard.
Atty. John J. Lynch represented the petitioners and it was explained that the
building was erected previous to the adoption of the present Zoning By -Laws. This
is an old area which contains several buildings used for multi-famil.y1_dwellings
and no apparent changes would be made to the building's exterior. No Opposition
was noted and upon unanimous vote the Board took the application under adisement.
After some discussion during which it was brought out that the area was zoned for
7 General Business and that there is a definite need for lower income rental units
such as these in town. Donald Scott's motion to GRANT
O'Leary and so voted unanimously with the was seconded by Daniel T.

Reasons for granting were that the requested variance will not be in substantial
derogation from the intent or purpose of the Zoning By -Law. Law.
