This letter has been prepared to document the site inspection that took place on March
16, 2006 at the water reservoir off Bear Hill Road. Present during this site meeting was
Tara McManus and Tony Zerelli, of Weston and Sampson and myself. The purpose of
the inspection was to determine if the proposed work would be conducted within the
buffer zone to any jurisdictional wetland resource areas.
An existing drainage swale was observed along the western portion of the project site
that exhibited hydric soils and wetland vegetation for a limited portion of the swale.
Slightly further downgradient however, hydric soils and wetland vegetation were not
observed or present. In speaking with you both, this drainage swale runs further
downgradient to feed a wetland system at the bottom of the hill to the North which is
located well beyond 100 feet of the proposed project limits. This was not verified by
myself during the inspection, but is assumed. However, this Department has
determined that the drainage Swale does not qualify as a protectable resource area
pursuant to the Massachusetts Wetlands Protection Act and the North Andover
Wetlands Protection Bylaw and that no other resource areas were observed within 100
feet of the proposed project limits.
Pursuant to the findings above, the work as proposed is allowable without a permit
from the North Andover Conservation Commission. This department respectfully
requests however that the following conditions be complied with in conjunction with
the work:
incorporation of natural drainage patterns and associated drainage facilities and
application of appropriate best management practices for these drainage features;
proper maintenance of drainage systems during construction so as not to result in
sediment buildup and blockages within the system;

• proper stabilization of the site upon completion of the work; and
• a post construction inspection to ensure that drainage is directed towards the North
of the site in a similar fashion as existed prior to construction.
