Michele,
Thank you for the note and clarification. You are correct that we have been working with this resident regarding her
financial request, however that has not hindered or been the cause of the delay in work starting. Access to the unit has
been the problem in this case. Despite our attempts to get Ester to vacate the apartment, she has refused to do so. We
see this as entirely two separate issues... the first and most important is to have her vacate the apartment. Deana spoke
with her last night and she will be vacating. She now understands that if she does not do so in the next few days, we will
take legal action to have her vacate. To treat this problem as thoroughly as possible, we have also vacated the other
apartments adjacent to 25-4 on the terrace level in building 25.
We certainly understand the importance of getting this work done and have already had our Construction Services team
look at this unit and the surrounding units for any moisture problems. A initial plan of action is being developed and our
plan is to forward it to your office early next week. Dan Lynch and Matt Steich ( our Construction Services liaisons) have
actually been working on a plan for multiple apartments. Our understanding was that Mark Johnson had provided you with
you needed regarding the orders. Your note below indicates that may not be the case and as such, Deana will work with
Matt and Dan to provide you with a written response for each order.
The city should have also received permit request and notification that we will be replacing all of the roofs at Royal Crest
Estates. This work, in addition to the exterior work completed last year and this year will be a huge benefit to the
community. We are very excited to be making these improvements and look forward to getting the moisture issues
resolved that were seen as a result of Massachusetts tough winter and the wettest August in history.
We would be happy to schedule a time to meet with you in person or by phone to walk through all of these improvements.

Hi Melanie,
Please see the attached order letter. I've high lighted a specific paragraph on the second page. Your negotiation with
the tenants about moving, monies etc. does not negate the order letter's conditions. Recently, we asked you to follow
up on the outstanding order letters. The conditions to the open order letters have not been met. If access is the issue, I
can make a phone call to the tenants. However, this sounds like money negotiations.
As per the Order Letter. Please bring in the remediation company and assess each outstanding apartment in writing and
submit to the Health Department as soon as possible.

Hi Michele,
I have been communicating with this resident for the past several days. She refuses to leave her apartment and allow us
to transfer so that we may investigate and remediate this problem correctly. Our adjustors are involved and will be
assessing her damaged belongings for reimbursement. She is still refusing to transfer. At this point I have requested that
she come in and meet with me as -she is not returning my phone calls and will only communicate via email. I will keep you
posted, but at this point we cannot begin the repairs until she is out of the apartment.

Hello Pamela, Susan and Michelle,
We have offered to transfer the resident to a similar apartment at RCE -North Andover.
The resident will not be responsible for any fees associated with the transfer.
The resident will need to switch utilities into their name.
RCE -NA will pay for the moving costs.
The transfer is necessary so that we can hire a contractor to make repairs.
We plan on removing the rug to investigate.
We plan on removing drywall in the bedroom to investigate the exterior foundation.
The drywall is presumed to have asbestos.
It will need to be remediate.
We have notified the moving company and contractors.
We are awaiting the resident's acceptance of the transfer.
We are hopeful for a reply by no later than Monday the 12th of September.

This correspondence is in regards to chronic water conditions noted at Building 25, Royal Crest
Estates, North Andover, MA.
On August 11, 2011 this office sent you the attached email regarding Building 25 apartment unit
#2 and chronic water complaints. The report submitted by the tenant, Ms. O'Connor prepared for
Advanced Mold Detection Services and this unit is attached. At that time, no chronic condition
could be specifically identified by the Health Department. The tenant was in the process of
moving out.
The second report, fromunit #1, was sent to the Health Department by a different tenant of
building 25. This tenant submitted air quality results that had been also privately commissioned
by her, utilizing the same professional company as Ms. O'Connor. In this case the tenant in unit
#1 did not request an inspection, but simply wanted the information to be on file at the Health
Department for future tenant's view. I believe your company also had air quality testing in this
apartment. This unit is now vacant as well.
Last week an Order Letter was sent out regarding a Health Inspection conducted on September 1,
2011 at Building 25 unit #4. in this unit the chronic dampness has created the visual and sensory
conditions necessary for an Order to Correct.
This is the third unit in Building 25 to have complained about mold and chronic dampness,
within such a short period of time. This is cause of great concern to the Health Department.
Three units not directly contiguous, but located on the same lower level implicate the structure
rather than a single condition in the building, such as a plumbing leak.

Thege complaints and conditions- are now noted in the Health Department files and this
correspondence to AIMCO representatives is to ensure that AIMCO management personnel are
aware andhave been apprised of the complaints.
The state sanitary code clearly states that no rental unit shall be rented with known sanitary code
violations. For this reason, .it -is the Health Department's request to conduct similar investigations
into units #1 and #2, as has been Ordered for unit A. This office expects.a response to this
request within the same time period of the OL for unit A. Please also confirm whether this
building was one -of the many buildings that ground water conditions have attempted to be
addressed with improved drainage.
It may be prudent for AIMCO to consider voluntarily closure of these units as they become
available until the chronic dampness conditions and risk to the tenants can be fully addressed.

These complaints and conditions- are now noted in the Health Department files and this
correspondence to AIMCO representatives is to ensure that AIMCO management personnel are
aware and have been apprised of the complaints.
The state sanitary code clearly states that no rental unit shall be rented with known sanitary code
violations. For this reason, it is the Health Department's request to conduct similar investigations
into units #1 and #2, as has been Ordered for unit #4. This office expects a response to this
request within the same time period of the OL for unit A. Please also confirm whether this
building was one of the many buildings that ground water conditions have attempted to be
addressed with improved drainage.
It may be prudent for AIMCO to consider voluntarily closure of these units as they become
available until the chronic dampness conditions and risk to the tenants can be fully addressed.

This correspondence is in regards to chronic water conditions noted at Building 25, Royal Crest
Estates, North Andover, MA.
On August 11, 2011 this office sent you the attached email regarding Building 25 apartment unit
#2 and chronic water complaints. The report submitted by the tenant, Ms. O'Connor prepared for
Advanced Mold Detection Services and this unit is attached. At that time, no chronic condition
could be specifically identified by the Health Department. The tenant was in the process of
moving out.
The second report, from unit #1, was sent to the Health Department by a different tenant of
building 25. This tenant submitted air quality results that had been also privately commissioned
by her, utilizing the same professional company as Ms. O'Connor. In this case the tenant in unit
#1 did not request an inspection, but simply wanted the information to be on file at the Health
Department for future tenant's view. I believe your company also had air quality testing in this
apartment. This unit is now vacant as well.
Last week an Order Letter was sent out regarding a Health Inspection conducted on September 1,
2011 at Building 25 unit #4. In this unit the chronic dampness has created the visual and sensory
conditions necessary for an Order to Correct.
This is the third unit in Building 25 to have complained about mold and chronic dampness,
within such a short period of time. This is cause of great concern to the Health Department.

Pest reports received from F&W on 8/8/11
OL updates:
Bldg 41, #3 – the work order showed completion in the apartment, however the tenants have not been back there yet.
Tenant was called and left a message on Friday, August 12, 2011 in the morning, stating the Health Dept. needed to do
an inspection to confirm the corrective action.
Bldg 41, common areas and exterior areas were observed. All entry holes were filled that were possible to do so using
various methods; covering, foam and steel wool. Entire building to be visited and baited with weekly monitoring.
Bldg 37, #4 – was observed mid -construction. Removal of sheetrock was done throughout in all areas up to approx. 4
feet. Ceilings as needed. Proper cleaning and sanitizing process was used on beams behind the sheetrock. Anticipated to
be complete and ready for final inspection on 8/19/11. Tenant being relocated.
Agreed to hold final letters owed to the Health Department to 8/19/11 after follow up visit to check for pest and
bedbug activity..
Also, we received a distress complaint needing immediate attention on 8/10/11 Tenant moving to Bldg 35, #9 from Bldg
49, #2. Tenant distressed about mold that is on her mattress, which has been discovered in the move. Mark Johnson
personally handled the problem within 1 hour of the Health Dept receiving the complaint. On 8/11/11, 1 personally went
to unit being vacated. The stench was intense. It was not only mold; but was mixed with other foul odors urine, dirt etc.
Walls had food stains. Entire unit obviously not been cleaned in months. Rugs filthy and dust level very high on heaters
and window sills. This unit will need serious attention prior to renting. Observed the. -mold on the mattress in addition to
the numerous old urine and other wet stains on the mattress._—��
Also informed you of another inspection that was conducted on Thursday morning. This inspection did not require an
inspection report or Order Letter, but the claims were mold related. No chronic water found. Mark was notified via
email, so is aware they may have a hidden problem in a apartment. This was in Bldg 25.
