Petitioner is requesting a Special permit from 4.122.22 of the Zoning bylaw to build a Family Suite in an R-2 Zoning District. Legal notices were sent to all the certified abutters provided by the Town of North Andover, Assessors Office, and were published in the Eagle -Tribune, a newspaper of general circulation in the Town of North Andover, on June 7th and June 14`h 2011. The following voting members were present: Albert P. Manzi III, Ellen P. McIntyre, and Richard J. Byers. The following Associate members were present: Thomas Ippolito and Michael Liporto The Chairman, Albert P. Manzi III recused himself from the vote and deliberation. Upon a motion by Byers and 2nd by Ippolito to GRANT the Special Permit to allow from 4.122.22 of the Zoning bylaw to build a Family Suite in an R-2 Zoning District. The following members voted in favor to GRANT a Special Permit: Ellen P. McIntyre, Richard J. Byers, Thomas Ippolito and Michael Liporto. The petition was unanimously approved, 4-0. The Board finds that this use, as developed by the building & site plans, will not adversely affect the neighborhood. There will be no nuisance or serious hazard to vehicles or pedestrians since there is provision for the required off-street parking. Adequate and appropriate facilities are provided to the existing residential dwelling and will be provided for the proper operation of a Family Suite. The Board finds that the Family Suite will not be substantially more detrimental than the existing single-family dwelling to the neighborhood and that this use of a Family Suite addition to a single family dwelling, is in harmony with the general purpose and intent of this Bylaw ATTEST:.
