Please be advised that upon an inspection at the above referenced property it was
observed that the work was completed without the benefit of a building permit. Please be
advised that this is in violation of the MA State Building Code Chapter] section 101.2
(780 CMR Commonwealth of Massachusetts Regulations) "shall control all matters
concerning the construction, reconstruction, alteration, repair, removal, inspection,
issuance and revocation of permits or licenses..."
Please be advised that the State Building Code Chapter 1 Section 118.4 Violation
Penalties: "Whoever violates any provisions of 780 CMR except any specialized code
referenced herein shall be punishable by a fine of not more than $1000., or by
imprisonment for not more than 1 year, or both for each such violation. Each day during
which a violation exists shall constitute a separate offense..."

Dear Mr. Rally,
Please be advised that upon review of your request to open a tanning salon at 73 Water
St. in the Town of North Andover the following issues will have to be addressed.
1) This would be a change of use for this property and therefore will require Site Plan
Review through the Planning Board.
2) This use will be considered personal service establishment and requires 6 parking
spaces.
3) The movement of the fence to create additional parking can not be determined until a
site plan is submitted showing ownership of same.
