The Planning Board is currently considering a new subdivision on the Rea property on Rea Street on
the corner of Chestnut Street.
The proposal is for 29 lots and 5 townhouses – all will be serviced by Town water and sewer.
The plans are in the Peachtree file under the building department side of the counter—I'd be happy
to show you if you can't locate them. My apologies about sharing plans, the developer didn't provide
enough copies.
Please provide any comments your department may have to me by December 24, 2002.

Planning Board and held in escrow until completion. At the time of completion, the

4. In accordance with the Fire Department's r(-iommendations;
a. All lot numbers shall be posted during consLruction;
b. House numbers shall be Posted as soon as.pnssible;
C. No open burning is to be permitted;

Department's requirements.

5. Prior to taking occupancy, the subdivision road shall ,provide
adequate access to each residence by having an approved binder
coat of hottop.
6. A Notice of Intent shall be filled with the North Andover
Conservation Commission as required under Ch.131, Wetlands
Protection Act and the local Conservation' Commission's
regulations. and` any changes required may be cause for
reconsideration of the subdivision under M.G.-,., Ch.41.
7. All requirements of the subdivision control law pertaining to
'street trees' shall be enforced. Security n the amount of
$4,200. shall be retained for this purpose.
8. Sewer shall be installed to the following sr-�cifications in
accordance with the Board of Public 'Works rectmmendations:
a. An 8" ductile iron cement lined water p, -)e seal coated
inside, tar coated outside on South Cross Road for 7'70 feet,
installed 15 feet from the property line with 5 feet of cover
below finish grade;
b. Eddv brcakflange hydrants to North Andover specifications
shall be installed at sta. 0+30,3+45,7+69. Hydrant installation
shall_ have 6" Mueller or equal gate valves (open left) in
compliance with AWVJA specification L500 52T with sliding type
cast iron gate box marked 'WATER';
c. ' An 8" Mueller or equal gate valve (open Left) shall be
installed at the intersection of Rea Street;
d. All of the aforementione(:1 work must pass Leakage and
pressure tests ;nerformcd in accordance with Section 13 of AWWA
standard C600 and shall be chlorinated in accordance with AWWA
C60L Standard Procedure for Disinfecting Water Mains;
e. 735 feet of 8" unglazed ful_1 strength vetrified clay sewer
pipe shall_ be installed in the centerline of 'he street. Sewer
manholes shall be pr.ovideri at sta.0-25,1+0,4+,,3,6+25 and 7+09,
f. Precast manholes shall conform to ASTM designation C478 and
shalL comply with the following:
Sections shall_ have tongue and groove jo.nts with approved
hitumastic gaskets.
Pioe connections shall be rubber boot wi'h stainless steel
bond typc'or approved equal.
M anhoLe frames and covers shalt be ca-ct iron lettered
'SFWER' and shall be a minimum of 6" high.
q. ALL sewers must pass Low pressure air te:-ts with a minimum
allowable leakage rate of 0.0015 cubic feet/Anutc/sgpare foot
of internal pipe surface.
g. In accordance with the Highway Department's ecommendation and
the Preliminary Plan Approval Condition #2.:
a. The applicant shall modify the plans (specif.icaL.ly Lot 5 and
Lot A) to show a 50 foot width connection to land owned by
Mandry for future extension. Both lots will be required to meet
aLl zoning district requirements.
10. The owner shalt acquire and retain title to the fee of each
street, path or easement in or appurtenant to the subdivision
until conveyed to the Town. Applicant shall maintain and repair
-...-..-....- the roads and drainage structures in a manner_ satisfactory:to
the Planning Board during that period of time.
11. Drainage shall be limited to a zero increase in .run-off.
12. Rea Street shall be upgraded to residential standards in
accordance with Subdivision Rules and Regul,-tions, to permit
legal access to the proposed subdivision.. 1 plan shall be
submitted showing in detail the profile and c )i1 truction details
of Rea Street from Summer Street to northerly side of Lot 1. In
the event the roadway easements or parcels ale proposed, they
sha1L be delineated with metes and bounds. Security in the
.amount satisfactory to the Highway Department and Public Works
shall be posted to ensure proper completion of roadway and
utilities.
13. The applicant shall comply with the drainage pLpe requirements
established by the Highway Surveyor and Tovn Planner in
accordance with his previous discussions and representations.
14. The applicant shall submit a plan showing the acquisition of
property along Rea Street to be recorded with the subdivision
plan and accompanied .by legal documents that abutters have
deeded their rights to and land for the widening of Rea Street
in fee.
15. No lot shall be released from the covenant until the roadway is
constructed from Summer Street through to Abbott Street (Rea
Street and North Cross Road) to allow through traffic.
16. Retention/detention ponds shall be enclosed with easements to be
shown on the definitive plans for recording.
17. The definitive subdivision plan shall show tl,-- edge of bordering
vegetative wetlands in accordance with the reliminary plan
decision.
