Notice is hereby given that the
Board of Appeals will give a hearing
- at the Town Building, North An-
dover, on Monday evening the 8th
day of February, 1982, at 7:30
o'clock, to all parties interested in
the appeal of EDWARD PLOTKIN re-
questing a variation of Sec. 7, Par.
7.1 and Table 2 and a Special Permit
under Section 10, Par. 10.4 of the
Zoning By Law so as to permit the
use of land having less than the re-
quired lot area on the premises,
located'at the North side of Turnpike
Street and knowr} as .1538 Turnpike
-Street.

Dear Mr. Long:
The Board of Appeals held a public hearing on Monday evening,
March.8, 1932 upon the -application of Edward Plotkin. The
hearing was advertised in the North Andover Citizen on Jan-
uary 21 and 28, 1982 and all abutters were notified by regular
mail. The following members were present and voting: Frank
Serio, Jr., Chairman; Alfred E. Frizelle, Esq.,, Vice -Chairman;
Richard J. Trepanier, Esq., Clerk; Augustine W. Nickerson; and
Walter F. Soule.
The petitioner seeks a variance from the provisions of Section 7,
Paragraph 7.1 and Table 2 of the Zoning By Law for the premises
located on the North side of Turnpike Street known as 1538 Turn-
pike Street.
Counsel for the petitioner introduced evidence showing that the
lot has 43,500 square feet of land which was acquired by the
petitioner from a member of his family. The lot is located in
an Industrial -1 zone, which provides that there be 80,000 square
feet of 1 an -d.
The petitioner would like to sell the property, but because of
its unique size and shape, is barred unless a variance is granted.
The petitioner does not own land abutting the parcel in question.

Upon a motion made by Mr. Frizel a and seconded by Mr. Trepanier,
the Board voted unanimously to grant a variance from the provisions
of Section 7, Paragraph_7.1.and Table 2 for the parcel in question.
The Board finds that due to the size, shape, and area of the parcel
that the petitioner would suffer substantial financial hardship
if the variance was not granted. The location of the lot in question
enables this petition to be granted without detriment to the public
nor derogate from the intent and purpose of the Zoning By Law.

Dueto uch a long distance drive, and with unpredictive weather con-
dition0e believe our attendance not to be necessary.
"With a strong confidence" in all me hers of the No. Andover Board of
Appeals, we feel certain,this appealiill be carefully evaluated and
reviewe y all board members, so that the board decision will be in
the bes interest of the town and concern for neighboring abettors.
If, Mr. Plotkins proposal would not be "an attractive establishment
Offensive to neighboring abuttors, nor in keeping with other area bus-
iness's now serving the town and Route 114,then we would like to strong-
ly state our objection to Mr. Plotkin being granted a variance of any
nature.
