Subject: Meeting regarding The Meadows 40B Project
Hello to All:
A meeting has been set up at the Community Development & Services Conference Room on Thursday, July 25th at 6:00
p.m. to discuss the proposed 270 units of affordable housing for the Meadows Project on the North Andover/Middleton
town line.
You are being sent this email because we would like for either you, your departmental representative, or a member of
your respective board, to attend the meeting. Please let me know if you are able to make it, or if a replacement can
attend as we consider your feedback critical to this project.
Bob/Mitch: Can you please forward this to Bill Sullivan, and inform Ralph Wilmur of McGregor and Associates (the 40B
grant consultant), the date and time of the meeting, and we would like him to attend. Mitch, if you haven't done so
already, you may want to forward a copy of the plans to the respective department heads listed above so they can begin
reviewing the plans ahead of time and discuss their concerns. The project is currently being proposed on sewer, so
Sandy it's up to you whether or not you wish to attend.
Thank You,

Please describe the proposed development of the site. What is the current status of the review? What are the main
concerns with the project?
The proposed development encompasses 270 units of affordable housing on a parcel of land that is located on the
Middleton/North Andover town line. The project will have its first public hearing on July 9, 2002, where the project
will simply be continued until the next ZBA meeting; the public hearing was scheduled as soon as possible to meet the
hearing notification requirements by 40B.
The Community Development Director will be establishing a meeting with the Chairs of all the land use -boards and
respective department heads during the week of July 22nd, 2002 to review the project on a broader basis.
The main concerns based upon the plans submitted at this point are as follows:
Traffic — 270 units will generate a considerable amount of traffic onto Route 114. The alignment with
one proposed entrance way directly across from Sharpners' Pond Road needs to be further evaluated by a
traffic consultant to determine if a traffic light will be needed at that location as the direct alignment will at
a minimum necessitate the need for divided traffic lanes. Also, a traffic study will need to be presented
by the applicant for the town's traffic consultant to review the proposed traffic lanes. Circulation within
the proposed roadways will also need to be evaluated to ensure wide enough travel lanes for public safety
vehicles and emergency access.
2. Density — It is difficult to ascertain whether or not the density is appropriate for the grading of the site,
along with the proposed roadways with the preliminary plans. Further analysis needs to be conducted to
ensure the density of the units proposed along with the roadways are appropriate with the grading of the
site.
3. Utilities — Town water is only provided on Route 114 to the point of the Forestview Subdivision. Sewer

is provided to the pump station a little past Boston Ski Hill. The applicant has expressed to us he
intends to bring water and sewer lines up to the location of the site to service the units. These plans need
to be reviewed by the town's engineer to ascertain their viability.
4. Parking: Some of the garden style units will have underground parking, and others will not. Parking
needs to be evaluated to ensure there is ample parking for residents' and visitors on site.

40B Grant awarded to North Andover
Hi Mark, Rosemary and Bob:
I just spoke with Ann Houston of Mass. Housing Partnership and she informed me my grant application for $10,000 in
local technical assistance funds has been approved. As such, the town will now receive the services of a 40B
consultant who will provide the zoning board, planning board, board of selectmen, etc. assistance in reviewing the
application and educating boards on the process. The consultant will be McGregor and Associates.
The award letter should be received in the Town Manager's/Selectmen's office within approximately one week. Ma
Housing will contract directly with the consultant, and will check with me on whether or not to pay invoices.
Once I have received contact from McGregor and Associates I will be setting up a meeting the week of July 22nd to
include some members from selectmen, planning, zoning, conservation, etc. to begin reviewing the plans and utilizing
the services of the consultant. Since the ZBA is continuing the hearing on July 9th due to time constraints, this will
provide us all with ample opportunity to establish a meeting date and time convenient for all.
Thanks, Heidi
Bob, can you please call Bill Sullivan (or email him) and let him know the grant application was approved? I have been
speaking with him in regards to this prior so he's familiar with this. Please note that the consultant cannot be used or
replace the services of VHB in regards to reviewing engineering, traffic, etc. The applicant still has to pay the town for
such services; the consultant will help guide us through the 40B process and negotiate with the developer.

RE: EXPERTS AND CONSULTANTS
I am writing on a topic which is common to many of the applications which come before
you, and that is the hiring of experts and consultants, at- the applicant's expense.
Whether it be pursuant to regulations, bylaws or special legislation, you each have the
authority to hire outside consultants, at the applicant's expense, to assist you in your
consideration of certain applications which come before you. These consultants can be helpful
to you in your deliberations and they are certainly helpful to me in defending your decisions in
court.
Many of the applicants coming before you arrive with reports of their consultants on
issues such as drainage, traffic, telecommunications, financial data, soil conditions, design and
engineering criteria and wetlands, just to name a few. In order to make reasoned decisions with
regard to such applications, you need expert technical assistance in evaluating these reports and
in defending the decisions you make.
Therefore, I urge you to take maximum advantage of using the authority which you have
to require the applicant to pay for consultants to provide you with similar expertise.
Please call if you have any questions with regard to this topic. "

Subject: Meeting on Thursday the 25th for the 40B Project on the North Andover and Middleton Town Line
Hello to All:
I just thought I would send a reminder out to all of you that the meeting scheduled to discuss the 270 unit
development on the North Andover/Middleton Town Line is this Thursday, July 25th at 6:00 p.m at the
Community Development Office. It may be helpful if any of you have board members, especially chairs of
boards, are called to remind them of the meeting. More importantly, I thought I'd give most of you a
"heads up" that it is VERY probably the town manager and/or at least one member of the Board of Selectmen
will be attending; I share this with you in case one of you can't attend you may want to make sure you have a
representative in attendance as the Selectmen are very iinterested in this project and will want to know all of
our individual feedback. I have already received a memo from the Fire Department as I think they are
unable to have a representative attend due to vacation scheduling, etc.
Hope to see you Thursday,
Heidi Griffin
