I do not believe there is a direct zoning code that applies to existing parking lots or buildings built many years ago. As
your aware this is an elderly housing complex and
Security is a major concern. I would advise you to go visit the director of the North Andover Housing Authority ( in
person) and discuss your concerns. They might be willing to
Put certain lights on timers or shield them from your view.
Please feel free to contact me to discuss this further.

Subject: Question on exterior lighting.

I'm trying to figure out the zoning rules on exterior lighting.
Section 16.6.7 of the zoning bylaws has a section on outdoor lighting but that appears to be specific to the development
corridor. There's another section, on signage, but it wasn't clear tome if that was signage only or only commercial.
My question on lighting is based on security lights that were added to Foulds Terrace last spring. The updated lighting is on
24/7, and multiple security lights are directed such that they shine in our windows.
It wasn't bad while the leaves were on the trees, but now that the leaves have fallen the lights are unpleasant. I sent a postal
letter to the director of the North Andover housing authority in the spring, asking that the lights be shielded or redirected, but
didn't get a response, so I thought I would try to get clarity on what the rules are before contacting the housing department
again.
thanks
