Regarding the sale of the two lots on Pine Ridge Road. The two lots (#131 and #132)
will be combined because the zoning requirements for that area require residential
building lots to be at least 40,000 square feet. The two lots combined exceed 40,000
square feet but do not independently.
Both the Inspector of Buildings and the Conservation Administrator stated that the lot is
buildable and can support a residential structure. Subsequently, if someone purchases
the property they will need to follow the same process and requirements as with all
other buildable lots in the community.
The property owner will need to file an application with the building department and
may have to file an application with the Conservation Commission depending on the
location of the proposed dwelling. Both departments are available for additional
comments if necessary.

SUBJECT: Pine Ridge Road Lots - Map 65, Lots 131 & 132
Per your request I offer the following information regarding the above referenced lots.
There is a large wetland system to the rear of the lots, however there appears to be
sufficient upland to the front of the lots for potential development To better visualize
this information, I have prepared a rough estimate of the approximate wetland
boundary and associated buffer zones (see attached).
The majority of the wetland resource area appears to be located just beyond the
property along the existing stone wall. However, the wetland was observed to climb up
the slope onto parcel 132 as noted on the sketch.
The wetland resource area I have approximated on these two parcels was not
professionally flagged by a wetland scientist, nor were properly surveyed onto the plan.
Therefore, it would be the responsibility of any potential buyer to hire the appropriate
professional to determine the exact boundaries of the wetland resource areas and their
associated buffer zones should they wish to move forward with any development
plans.
Based upon the attached sketch, potential development or single-family house
construction could be proposed outside of the 100 -foot buffer zone, without a filing
with the North Andover Conservation Commission (NACC). However, because of the
severity of the slope and the likely amount'of fill needed for construction, the
Conservation Department would require installation of erosion controls at the limit of

What is the status of the Pine Ridge Road lot(s)? I'm going to be drafting a memorandum for Linda
Casey for a meeting on Tues/luly 18. Can I get a brief assessment of the lot(s) regarding a rough (and I
mean rough) estimate of the wetland line - and the process a potential applicant would need to follow if
they bought the lot and wanted to construct a new home. Or even just your assessment that a home
could be constructed on the lot but would need to file with ConCorn (wetland line may not be necessary).

I wanted to get back to you in regards to the Pine Ridge Road lots. The Inspector of Buildings stated
that the combined lots have plenty of frontage and area to build a home. Alison McKay is going to draft
a non-binding sketch that demonstrates how much room a, developer has to construct a home. Because
the future lot owner will need to appear before the Conservation Commission we cannot actually
delineate the wetland boundary, that will be at the discretion and cost of the property owner, but the
sketch should give someone interested in the property some comfort.
It is definitely a buildable lot; where they put the house will actually depend on topography and resource
areas. Please let me know if you need more, thanks.

Hello all:
When you get a chance I would like to meet with you together or separately regarding a parcel of land
that the Town wants to sell. The property consists of two lots on Pine Ridge Road (you may already be
familiar with the property). The lots are combined for zoning (2 acre requirement). Mark Rees wants us
to put together a determination for building status. A buildable lot in North Andover will get more
money than a non -buildable lot. And considering the financial woes of the Town we should try to help
show that this lot is buildable and valuable!

Based upon review of our files and associated wetland maps, the Conservation Department has
determined the following for the parcels referenced below as requested in the October 29, 2003
memo. Our assessment does not include the development restrictions regulated by the Building
Department, Planning Board or. Board of Health.
1. Crossbow Lane - Map 106B/ Parcel 198
The majority of the lot is shown as a wetland resource area, therefore limiting potential
development
2. & 3. Lot 11 & Lot 12 Pine RidM - Map 65/ Parcel 131 & 132
Although there is a wetland resource area to the rear of the lots, there appears to be sufficient
upland in the front of the lots for development. Steep topography, however, may prevent
development.

4. Forest Street - Map 106A / Parcel 211
It is unclear as to whether the wetland system in this area is located on this lot or just adjacent to
it. The wetland replication area associated with Jerad Place Road subdivision may be located on
this lot, thus the wetland system may encompass a large portion of the lot reducing the potential
for development
5. # 2 Hidden Cf. - Map 65 / Parcel 176
A stream and an associated wetland exist on the lot. The presence of the wetland resource areas
appears to impact the development of the lot.

A wetland system appears to encompass the entire lot.
