Goldberg, Chairman: The Planning Board meeting for Tuesday,April 17,20118 was called to order at 7 p.m. 7 EXECUTIVE SESSION: (7:01 pm) M.G.L. Chapter 30A, §21(a)-reason#3 to discuss strategy with 8 respect to litigation.; Varsity 'Wireless v. North Andover Planning Board. 9 MOTION: (7:02) 10 J. Simons motioned to go into Executive Session for a consultation with,town Counsel to discuss confidential 1.1 litigation strategy within the case of Varsity Wireless v.North.Andover and that the Chair declared that an open 12 meeting would be detrimental to the Town's litigation strategy. Open Session will reconvene at the conclusion of 13 the executive session. J. Luz seconded the motion. 14 Roll Call Vote: J. Simons voted to go into Executive Session. J.Luz voted to go into Executive Session.A. 15 Preston voted to go into Executive Session. P. Boynton voted to enter into Executive Session. E. Goldberg voted 16 to go into Executive Session. (Generalpublic left the Boardroom and videogr•aphy was temporarily terminated) 17 18 (Open Session reconvened at 7:12 p. .) 19 DISCUSSIONS 20 Housing Production Plan: Angela Cleveland,NIVPC: Presentation of the draft Housing Production Plan(HPP) 21 J. Enright: Provided update on HPP process and described public forums. The suggested goals in this document 22 and the draft goals for the Master Plan are well aligned. 23 Angela Cleveland,MVPC: Presented the draft HPP,which is part of the first regional plan in the State. Outlined 24 strategies to develop certain types of housing(affordable, senior housing,rentals,right size) and provided various 25 housing statistics and trends, noting successful community engagement during the data gathering process and 26 potential housing strategies. Presented map of potential future housing locations in North Andover, close to transit, 27 commercial, services, etc.North Andover needs approx. 159 affordable units in order to reach the full 10%. 28 The Board asked about vacancy rates, if short term rentals are included,correlation between tenure, Inclusionary 29 Zoning by-law and why certain properties are not included in the housing inventory. 30 31 Master Plan: Eric Halvorsen RKG Associates: 32 E. Halvorsen: Discussed findings from the public forums and online survey related to housing and land use 33 strategies. 34 J. Simons noted putting high density in areas that can accommodate and enhance is critical. 35 J. Luz expressed concern for overcrowded classrooms and that the schools drive property values. 36 C.Allen noted the presentation shows that student population is not increasing and is projected to decrease. 37 A.Preston mentioned the concept of downsizing to bring in families seems like an appropriate strategy. Boynton asked about best practices in the state with regard to accessory dwellings. f 40 The Planning Board and.BOS will need to adopt the Housing Production Plan.Board determined the final 41 Housing Production Plan will be presented at the May 1, 2018 Planning Board meeting. It is anticipated 61 that the group will meet monthly from June to October and if a recommendation to change zoning is made, it 62 should be before the Board by December. Two Planning Board members will participate(J. Simons & P. 63 Boynton). A representative from Cochichewick Lodge, Old Center Realty Trust,Historical Commission,NA 64 Historical Society, and the Old Center Historical District Commission has been requested. 65 66 E. Goldberg: The September 1.8 meeting is rescheduled to September 25,2018. 67 68 NUNUTES APPROVAL: 69 MOTION: J. Luz motioned to approve the April 3,2018 meeting minutes. P. Boynton seconded.
