(Rev 5-2007) Contract by and between Town of North Andover and Schmidt Equipment, Inc Page 2 INTEROFFICE MEMORANDUM DATE: August 12, 2013 TO: Ray Santilli, Assistant Town Manager FROM: Bruce Thibodeau, Director of Public Works m CC: Tim Willett, Operations Manager John Lavin, Senior Foreman RE: Review of Bids for Wheeled Front End Loader Per your request, John Lavin and I reviewed the above referenced. We began with the lowest of the six bids from Sunbelt Rentals. Their bid stated that they were providing a Case F Series loader and included a brochure of the Case F Series loaders. There was no information as to the specific model. I spoke to Sunbelt Rentals who directed me to Cindi Mills from Case New England and she indicated that they were specifying a Case 721 F. She said there was supposed to be sheet in the bid stating the particulars. After reviewing the specification of this model the operating weight is 31,510 pounds which is considerable lower than the minimum operating weight specified of 35,000 pounds. We then moved on to the next lowest bid from Schmidt Equipment, Inc. for a John Deere 624K loader. The bid had a detailed description of what was being offered, although the operating weight for the loader was slightly less than the minimum at 34,956 pounds it met all other specifications. We then reviewed the operating weight only for the third lowest, Northland JCB 437 loader, that was 33,500 pounds. As a result of the review, we recommend purchasing the John Deere 624K loader from Schmidt Equipment Inc. In addition to closely meeting the specifications, we have John Deere equipment and are very pleased with the operation, maintenance, and reliability of this equipment. We have also checked references of those who have the same piece of equipment and it comes highly recommended. Further, we recommend purchasing all three optional equipment items bid with the loader for a total price of $224,800, which still will be the lowest responsible bid. tu O ' O O O V N O o 0 Itt d 110 °' CD p O Oo 0o M O O ds ss rig "C7 0 03 O O O r3 Z N U cid O N 0 U sq N M IlO N O N N tfi C1 O -- s9 -- O, O ss ti Z 3 ros Eos 6's tu 0 o 0 x o 3 , 00 9 N 000 o 00 o W o o o d 110 °' N p O Oo o o 0 o s9 ds ss rig "C7 0 03 O O O r3 Z N U cid O O O N N 0 U sq O O O N s9 cd N N00 '. y r/] w ti a3 U O N N tfi C1 O -- s9 -- O, O ss 3 O ul W cri 0 .-- OOj as W M Q o N M O O O O cd cd O O N O O O 00 O O O O O p O O\ a as cd M oo N N ^C O N M p ON O > O (`1 rA cis « 3 U 69 sus 69 Q cd N sS O ' s9 sus sos `. 0 o 0 x o 3 , 00 9 N 000 o 00 o W o o o d 110 °' N p O Oo o o 0 U s9 ds ss rig "C7 0 03 O O O r3 Z N U cid O O O N N 0 U sq O O O N s9 cd N N00 O\ l O y r/] w ti a3 U O N N tfi C1 O -- s9 -- O, O ss o 0 x o 3 , 00 9 N 000 o 00 o W o o o d 110 °' O O 0 p O Oo o o 0 U s9 ds ss rig c! ° ds sus es O ul W cri 0 .-- as W M Q o N M APPENDIX A - PRICE PROPOSAL The Contract will be awarded to the responsible, responsive bidder offering the lowest price for the product offered and delivered.
